Study On Problem Of "Welfare Break-free" In Targeted Poverty Alleviation

Although China’s poverty alleviation efforts have obtained staged results,there is still a certain gap from the best goals and the expectations of the masses.Many problems have also occurred in the process of targeted poverty alleviation,such as due to damaged family reputation,unwillingness to receive assistance,excessive affairs of poverty alleviation and the inability to enjoy the minimum living allowance,poor households took the initiative to get rid of the "yoke" of poor households in a“break-free”posture,preferring to give up many of the benefits that poor households can enjoy but also to "take off the hat",that’s the issue of“welfare break-free”.Compared with“welfare dependency”which is the more common behavior among the poor,its opposite behavior“welfare break-free”is quite different,but in the specific practice of targeted poverty alleviation,this kind of problem is not an accident.Poor households"welfare break-free" behavior has caused them to be“poverty exit”or“erroneous reviews”before they have truly escaped from poverty,falling from welfare highs to lows,resulting in a“cliff effect”,and the risk of returning to poverty is extremely high.The article is divided into 6 chapters in structure including that:Chapter 1 is the introduction;Chapter 2 is the concept definition and theoretical analysis of "welfare break-free";Chapter 3 is a case study of the phenomenon of"welfare break-free"of poor households in County L;Chapter 4 is the analysis of the causes of“welfare break-free" in targeted poverty alleviation;Chapter 5 is the cracking path of“welfare break-free”in targeted poverty alleviation;Chapter 6 is the conclusion and prospect.Based on behavioral motives such as public opinion,personal will,implementation affairs,and policies and systems,a typological analysis of the" welfare break-free" behavior was conducted to classify this kind behavior of poor households into reputation wracked break-free、psychologically shame break-free、transaction bothered break-free and policy useless break-free.They are poor households with marriageable children of the right age,poor households with strong self-esteem and self-reliance,poor households who have no time to cooperate with poverty alleviation work,and poor households who cannot enjoy the minimum living allowance policy.Investigating the causes,based on the perspectives of public choice theory and principal-agent theory,it was found that during the aiming process,“fuzziness”of poverty measurement,“no accountability”for mis-review and mis-evaluation,“scramble for quota”by individuals fighting for poverty,and" account competition " for local profits that made deviation led to the unevenness of the poor households.During the implementation process,“not in place”of the policy explanation,“engagement form”by listing propaganda,“multiple patterns”of the supervision and inspection,“walking through the field”of the visit and assistance that made deviation led to the suspension of poverty alleviation work.In the assessment process,due to“unequivalence”of the objective function,“difficult to measure”of the actual performance,“heavy materials”of the supervision and evaluation,and the "unsound" incentive mechanism led to the deviation of the digital out of poverty.All of these three kinds of deviation cause thewelfare break-free”of some poor households behavior.In terms of cracking methods,efforts should be made to eliminate inequalities in information,avoid inequalities in powers and responsibilities,and make objective functions consistent,so as to achieve targeted targeting,targeted execution,and targeted assessment.
