Research On The Problems And Countermeasures Of "individual Enterprise Transfer" In C City

Since December 11,1980,the first individual industrial and commercial households were born in wenzhou,China's individual industrial and commercial households have experienced 40 years of vigorous development after the reform and opening up,and have become the largest number of market entities in the country.By the end of December 2019,there are a total of 830,000 market entities in C,among which 618,000 are self-employed,accounting for three-quarters of the total market entities.The development of individual economy plays an important role in promoting employment,promoting the development of tertiary industry and maintaining social harmony and stability.However,with the deepening of the reform of the commercial system in China,the rapid development of the economic society and the further improvement of the legal system,a series of problems are gradually exposed in the development of individual industrial and commercial groups,which not only restrict their own healthy development,but also go against the maintenance of the fairness and justice of the market economy.In this situation,the policy of "individual to enterprise"arises at the historic moment and becomes the only way for city C to optimize the economic structure and realize the healthy development of social economy.Based on the further study of the domestic earlier "into" and "small micro enterprises to upgrade" in zhejiang province,jiangsu province and liaoning province advanced experience,on the basis of combining with working practice,using the methods of literature,mathematical statistics,investigation study,draw lessons from the domestic related research achievements of scholars in the field of,at the same time reference for industry and commerce system of peer experience,excellent in C city in the process of "into" generalizes the measures taken and achievements,and induces the C city in the process of "into" the main problems:one is the policy design defects restricted the C city "into" development.Second,the policy implementation of the "individual enterprise" process blocked.Third,the low participation of all parties directly leads to the low rate of "individual enterprise transformation".In view of the above problems,this paper analyzes the causes from the perspectives of government decision-making departments,front-line executive personnel and self-employed people,and finally proposes the following six countermeasures from the perspectives of legal system,administration and society.The second is to find out the basic number,establish a complete "enterprise" cultivation bank.Third,we will build an inter-departmental linkage system to speed up administrative review and approval.Fourth,we will strengthen training of front-line personnel and continue to improve the business environment.Fifth,strengthen the mobilization and publicity,train the consciousness of managers transformation.Sixth,carry out targeted follow-up support to extend the life cycle of enterprises.This paper studies the problem of "individual enterprise transformation" in C city within the framework of public management,and the conclusions drawn can play a role as a think tank for C city to achieve the smooth economic structure transformation and upgrading,and can also serve as a reference for other provinces and cities that are carrying out the work of "individual enterprise transformation".
