Research On Optimization Of Government Supervision And Spot Check Mechanism For Shared Product Quality

With the rapid development of social economy in our country and the continuous improvement of people's living standards,people's demand for product quality is also getting higher and higher,not only to eat warmly but also to eat safely.However,the continuous occurrence of product quality and safety accidents,melamine,and waste oil incidents have caused people to doubt the quality and safety of China's products.Product quality supervision and random inspection is an important measure of product quality supervision as clearly defined by China's product quality law.Its effectiveness is directly related to China's ability to monitor product quality.Per the recent social hot events,people are most concerned about the sudden rising of the sharing economy and the shared products that were born along with the sharing economy.It can be seen from the sharing of shared products that a product is used by multiple people.The product quality of the shared product involves more extensive and more impact than the product quality of the common product.The effectiveness of product quality supervision and spot checks on the monitoring of shared products is the subject of this paper.It has the similar problem of common product supervision and spot checks,as well as its particular problems.This article takes the example of the supervision and spot checks of shared bicycles by Shanghai government to examine the procedures and status of shared product supervision and spot checks,find out the problems,and figure out the solutions.Shared product supervision and spot checks have major problems such as random inspections difficulty,non-administrative administration,poor communication of information,lagging product quality standards,and inspection rule flow.These problems have,to a large extent,reduced the effectiveness of product supervision and spot checks.This paper uses the Government regulation theory to analyze the cause of the problem in depth and concludes that the system,the standard formulation,the technical ability,low effectiveness of government penalty and poor public communication are the root causes of these problems.After further analysis,combined with China's actual situation and successful experience abroad,we summarized to the following solutions: First,to further deepen the reform of the administrative system.Second,increase product quality supervision and spot checks "standardization" construction.Third,strengthen product quality supervision and spot checks and information construction.Fourth,strengthen the management of product standardization.Fifth,accelerate reform of technical institutions.Sixth.Strengthen the social benefits of supervision and spot checks.From the multiple perspectives of the government,enterprises,inspection agencies,media,and consumers,the new ideas for the reform and innovation of the system have been excavated,which has practical significance for improving supervision and spot checks.
