The top priority for tax reform during the 12 th five-year plan period is replacing the business tax with a value-added tax.In order to optimize the tax system and eliminate the drawback of double taxation of business tax,the central government decided to take the lead in pilot implementation of "replacing business tax with value-added tax" in Shanghai from January 1,2012.From September to December 2012,pilot projects to replace business tax with value-added tax were expanded to the following eight provinces and municipalities directly under the central government.On August 1,2013,the pilot project of replacing the business tax with a value-added tax(VAT)was launched in all regions of China.In 2014,the pilot program was expanded to include the railway transportation industry,the postal service and telecommunications.In 2016,the pilot program was extended to include the following four industries: construction;Second,the real estate industry;Third,the living service industry;Fourth,the financial industry,which means that the business tax formally withdrew from the stage of history.In tax reform to increase "camp" as the main line,represented by the real estate industry,and connecting with the actual-DY real estate enterprises actual operational data,a detailed analysis,two kinds of tax system,tax tax rate,tax rate,and the corresponding product pricing strategy,the cost control strategy and the final yield condition and reason for the change.At the same time,the marginal revenue and marginal cost of DY real estate enterprises after "replacing the business tax with a value-added tax" are analyzed.And concluded,"camp to increase",under the condition of invariable in other operational indicators,change only turnover tax levy,DY the tax tax rate is of real estate enterprises and the deductible VAT amount are closely related,obtain the deductible VAT amount,the more the turnover tax tax rate is lower.Under the premise of considering the maximization of enterprise value,DY real estate enterprise needs to readjust its overall operation mode.Reformulate product pricing strategy,cost control strategy,etc.Based on the real-time operation environment of economic development at home and abroad,objective assessment of the real estate market in China,timely access to the tax policy,DY real estate enterprises need to fully grasp appreciation and deduction of the relationship between the project,determine the critical point of tax rate,to formulate scientific and reasonable sales price,on the basis of reducing time and cost of capital to expand sales,reduce the tax burden.At the same time,in terms of cost control,DY real estate enterprises should choose the counterparty with the qualification of general taxpayers to obtain as much VAT input tax as possible to achieve the purpose of reducing the tax burden.At the same time,it is necessary to prevent and reduce tax risks,correctly understand and implement national tax policies,study tax policy trends to seek advantages and avoid disadvantages,pay close attention to tax related issues in the process of enterprise operation and management,enterprise signing,accepting property mortgage,and pledge,and strictly abide by tax-related laws.
