Research On The Path Of Precision Poverty Alleviation From The Perspective Of Land Transfer

Shaanxi Province is located in the north-central region of China.According to the accurate identification in 2015,there are 7.75 million people in the county below the poverty line,accounting for 20.2%of the total population of the province.Achieving precise poverty alleviation,industrial poverty alleviation is the foundation,and the most effective way to support the poor people in poverty alleviation.According to preliminary statistics,Shaanxi Province has achieved poverty alleviation of about 3 million people through the form of industrial poverty alleviation.This shows the importance of industrial poverty alleviation.In the rural areas of Shaanxi Province,the industrial poverty alleviation for the poor population,the focus is on the development of special crop farming,aquaculture,processing industries,etc.,especially the development of planting and aquaculture,which is the most important way for Shaanxi to promote poverty in the industry,and also the majority of poverty.An important way for the population to achieve poverty alleviation,and the development of special cultivation or aquaculture requires land indicators.At present,China's agricultural production has long been family-based,production efficiency is low,and per capita land area is small,making it difficult to carry out large-scale mechanized agricultural production.The fundamental way to solve the disadvantages of agricultural production lies in the rational distribution of land transfer resources,which can increase the income of the peasant masses,and also expand the scale of agricultural operations and increase labor productivity through land transfer;therefore,consider the land transfer in the precise poverty alleviation.The role is profound.On the basis of reviewing the literature research on land circulation and precision poverty alleviation,this paper puts forward five theoretical hypotheses.Through the analysis of the questionnaires of rural households in Shaanxi Province,the logistic model is used to analyze the influencing factors of land outflow and inflow.Equity protection is the most important factor in promoting land transfer.By promoting the process of urbanization and industrialization,and increasing the non-agricultural income of farmers,it is conducive to promoting land transfer between farmers,realizing the benefits of outflow and inflow of land farmers to jointly increase income and achieve common poverty alleviation,and then solve rural poverty problems and achieve precise poverty alleviation.Finally,this paper proposes four major policy recommendations 1 to increase policy support,promote land transfer;2 determine property rights boundaries,strengthen precision poverty alleviation;3 improve farmers' rights and interests,improve farmers' enthusiasm for participation;4 improve the circulation system,standardize procedures,establish land Transfer to the market.
