Research On The Construction Of The "PPP+Poverty Alleviation" Model Based On OOPP

As far as China's actual situation is concerned,it has become a major country in the process of gradual development to make use of PPP for infrastructure construction.Many researchers have conducted in-depth analysis on the corresponding subjects and found out the problems existing in the current model application process.Poverty alleviation has become a hot spot under the background of the transformation of major social contradictions in China.In countries where development is relatively poor,highway construction is still the main project to lift people out of poverty.We will encourage social capital to participate in quasi-business projects that are both beneficial and profitable,and break through the bottlenecks of large capital requirements and financing difficulties to support regional economic development and lift people out of poverty.The implementation of PPP projects supports regional targeted poverty alleviation,and the special financial poverty alleviation fund can be used as a supplement when the feasibility gap stipulated in the franchise agreement is insufficient to guarantee the reasonable rate of return of social capital,which can become a model to encourage social capital investment.This paper referred to the related contents of the yunnan provincial government special fund project "policy research on stimulating the vitality of yunnan private investment"(KKSTJ201613029).From the perspective of targeted poverty alleviation,the following research is made on the encouragement of social capital supported by PPP projects and designed by government subsidies:Firstly,the method of literature analysis was used for research and the form of model reasoning was used for later design.A normative case study of xiangli expressway project was conducted by adopting the goal-oriented planning method to analyze the significance and feasibility of building the "PPP+precision poverty alleviation" model.The identification,establishment and definition of the "PPP+targeted poverty alleviation" model is given,and the design of five key issues under the model,including franchise agreement,risk response,government guarantee,government subsidy and benefit distribution is carried out.Research conclusions:(1)the "PPP+precision poverty alleviation" model involves social capital in targeted poverty alleviation to help solve the financing problem of infrastructure construction projects in poverty alleviation.This kind of project has a great demand risk,which includes special financial poverty alleviation funds into the project feasibility gap subsidy supplement,makes up for the lack of income during the operation period of the project,and encourages social capital to participate in this kind of project.(2)the "PPP+targeted poverty alleviation" model mainly provides corresponding subsidy design methods for government departments.(3)based on the project franchise agreement,both parties shall formulate reasonable measures for risk response,subsidy design and benefit distribution,and finally achieve a new pattern of poverty alleviation led by the government,involving social capital and regulated by market rules.(4)Suggestions on policies and technological process of adopting the mode of "PPP+precision poverty alleviation" are given.
