The Index System On Performance Audit Of PPP Shed Transformation Project

Put forward according to the population development planning under the state council,the country's population will reach 1.42 billion by 2020,the urbanization rate will reach 60%,followed by a new round of investment boom,all kinds of infrastructure projects will continue to be refurbished or a new build,system also greatly strengthen urban shantytowns transformation,local government financial pressure also increases accordingly.The rise and development of public-private partnership(PPP)has become an important way to relieve the financial pressure of the government,which is used to make up for the large capital gap of various infrastructure projects and the difficulty in government investment and financing.The shantytown reconstruction project is an important government-subsidized housing project.The integration of shantytown reconstruction project and PPP model project can not only guarantee the living conditions of low-income and poor residents,but also alleviate the financial pressure of local governments,thus killing two birds with one stone.However,the current development of China's PPP model is still immature,which is basically in the process of introduction,application,promotion and standardization.As a result,the lack of a normative system in advance leads to corruption,poor project quality and many hidden dangers in operation,etc.,resulting in the suspension of many projects in China's PPP management library.Lintao county,dingxi city,gansu province,is located in the northwest of China.However,as an economically underdeveloped region,the rational use of investment funds is particularly important.Whether the invested funds,manpower and time have reached the expected reasonable and scientific goals is worth discussing,and performance evaluation in various aspects is required.Based on a case study of a shantytown reform project in lintao county,this paper first takes performance audit,PPP audit,shantytown reform project and other concepts,theories and development paths,and then resolves the research ideas and discusses the necessity of performance audit on the PPP shantytown reform project.Then the Peng Gai assessment of three phases of the project construction process,put forward the performance evaluation system,13 primary indexes and 35 secondary indicators of performance evaluation index system,added mass satisfaction,ecological environmental impact and other indicators,using the analytic hierarchy process and expert evaluation method to determine single weight and total weight of each index with fuzzy comprehensive evaluation method for performance evaluation finally;Finally,according to the data analysis results,the existing problems are analyzed and Suggestions are put forward.
