Characteristics And Mechanism Of Agricultural Land Utilization In The Process Of Capital To The Country Under The Background Of Rural Revitalization

Rural revitalization can help to solve the problem of unbalanced urban and rural development and insufficient rural development,thus achieving Rural Revitalization has become an important work of local governments.However,the weakness,decentralization of farmers and the long-term shortage of rural capital have made it difficult for farmers to complete the task of developing themselves and revitalizing the countryside by relying on their own strength.Therefore,the realization of Rural Revitalization needs the guidance of local government and the participation of social forces.Industrial and commercial capital goes up to the hills and down to the countryside,invests the resources needed for rural development into the countryside,fully combines capital with factors of production in the countryside,alleviates the shortage of capital and technology in the long-term development of agriculture,brings opportunities to rural development,and agricultural enterprises have thus become one of the important subjects of rural land utilization.But in the practice of capital going to the countryside,unexpected results frequently appear: the regional development differences are more obvious,the income of farmers has increased but not reached the expectation of becoming rich,the differentiation of farmers has intensified,and the trend of "non-grain" and "non-agricultural" utilization of agricultural land is obvious.The reasons for these phenomena need to be explored.Taking Zhangye City as an example,this paper firstly analyses the possible impact of Rural Revitalization on agricultural land use under the background and policy expectations of the Rural Revitalization strategy,and how capital goes to the countryside to achieve these goals;secondly,it summarizes the basic situation of capital going to the countryside in Zhangye City,including the classification of types and the characteristics in the use of agricultural land;lastly,from the perspective of different actors.The mechanism of these characteristics and the policy suggestions for improving the problems existing in capital going to the countryside in Zhangye City are analyzed.The main conclusions are as follows:(1)Under the goal of realizing industrial prosperity and developing modern agricultural industry,the strategy of rural rejuvenation puts forward the requirements of speeding up land circulation,realizing scale management,adjusting seed structure and creating new formats for the use of agricultural land.Capital going to the countryside has a linkage effect in the strategy of rural rejuvenation.(2)The practice of capital going to the countryside in Zhangye City has affected theutilization of agricultural land.By means of direct operation and signing production contracts with farmers,enterprises have optimized the planting structure and accelerated the development of scale operation,resulting in new agricultural formats.At the same time,problems such as increasing imbalance between regions and farmers and impairing the interests of farmers to varying degrees have also arisen.(3)The driving forces affecting the use of rural land in Zhangye City are divided into two types: land use comparative benefit driving and local government guiding behavior driving.The driving force of land use comparison mainly comes from the nature of industrial and commercial capital in pursuit of maximum benefits and rational choices made by farmers in order to get a better life.Promoting industrial and commercial capital to gather in better conditions aggravates the "non-grain" phenomenon of agricultural land use.The driving force of the local government's guiding behavior is the demand of the grass-roots government to go to the countryside to complete the task of rural governance and agricultural modernization with the help of capital in order to make effective use of national project resources,which encourages the development of capital to go to the countryside.The interweaving of these two driving forces has an impact on the use of farmland in villages.(4)One of the original purposes of capital to the countryside is to bring the lack of resources for rural development with the strategy of rural rejuvenation.But in reality,due to the differences in natural economic conditions and resource utilization capacity between different regions and farmers,the attraction of industrial and commercial capital is also different.Areas and farmers with better conditions and more government resources have attracted more capital investment,and the development gap between regions and farmers has further widened.Under the background of rural revitalization,the basic idea of constructing a reasonable mechanism of capital going to the countryside lies in adhering to balanced development.On the one hand,we should respect the nature of capital pursuing profits,encourage rural investment and attraction with better resource endowment and location advantages,determine the leading industry in line with our own reality according to our own advantages,focus on developing characteristic industries,and form industries that can make full use of the resources.On the other hand,the limited resources and the development of general areas and vulnerable peasant households need the support of the government.The government needs to strengthen infrastructure and public services Construction in these areas,transform the production and living conditions of farmers,so as to achieve agricultural output and fertility conservation.To a better state,the productioncapacity of small farmers with household insurance.Enterprises are encouraged to go to the countryside by providing agricultural production services,so as to meet the demand of small farmers to improve their production income.
