| Jilin Province is a major province of corn production in China,which has made great contributions to the increase of national corn production.In order to ensure the enthusiasm of farmers to grow grain and improve their income,the state has issued a temporary corn storage policy in three northeastern provinces and Inner Mongolia Autonomous Region.With the implementation of the temporary storage policy,there are some negative effects.This policy interferes with the normal operation of the corn market,making the price of the temporary storage of maize higher than the market price.Most of the maize in the hands of farmers is stored in the grain depot.On the one hand,maize planting area is increasing,maize yield is increasing,and maize stock is overstocked;on the other hand,because the price of maize is too high,the production cost of downstream processing enterprises of maize is increasing,resulting in weak demand for maize.Corn production capacity is excessive and can not be consumed,resulting in a large number of maize stocks,which will not only cause fluctuations in the maize market,but also increase the annual subsidized cost of the state to keep the grain depot in charge of maize.Therefore,maize stocks are the main problems faced in the process of agricultural development in China.Solving the problem of maize stock can not only lighten the burden of subsidies for the country,but also promote the structural reform of agricultural supply side and promote the development of agriculture in Jilin Province.Under the background of structural reform of agricultural supply side,this paper collects the relevant data of maize production and inventory in Jilin Province by using the methods of literature analysis and normative analysis,and analyses the current situation of maize inventory in Jilin Province.In this paper,the formation process of corn stocks and the reasons for high corn stocks were studied,and the impact of grain storage system on corn stocks was analyzed emphatically.On this basis,the difficulties of maize inventory removal are excavated,and the corresponding measures and policy suggestions are put forward according to the current maize inventory policy.This paper draws the following conclusions:(1)Among the current grain stocks in Jilin Province,92.7% of the total grain stocks are maize,which can be solved.Inventory problem is to solve the problem of grain inventory in Jilin Province.(2)At present,the large stock of maize is largely caused by the grain storage system.Although the proposed grain storage policy aims to increase farmers’ enthusiasm for growing grain while increasing farmers’ income to ensure food security and social stability,the maize market is affected by the policy.The price of maize purchased is higher than the market price,which causes a large number of Maize to flow into the grain depot.Cause inventory backlog.(3)To solve the problem of corn inventory,we should not only reduce output from the supply side,but also increase consumption at the demand side,and feed is a major part of China’s corn consumption.We can see from the annual feed production in Jilin that speeding up the process of moving south pigs to the North and allowing maize to be converted locally can not only effectively transform corn,but also digest inventory and increase farmers’ income. |
