With the constant growth of China’s economy,the real estate industry has been vigorously developed,and the scale of investment has increased year by year,which has become an important part of China’s national economy.However,currently,the problem of delayed completion and long settlement time of real estate development projects is very prominent,which seriously damages the benefit of construction enterprises and construction workers,and poses a great threat to social harmony and stability.Therefore,improving the current status of delayed completion settlement of real estate development projects and the efficiency of completion settlement will not only help to maintain good cooperative relations between the parties involved in the construction,but also help reduce the negative social phenomena such as wage arrears of migrant workers and promote the healthy and sustainable development of the construction industry and the real estate industry.Firstly,based on the current situation of the delay in completion settlement of real estate development projects in China,through the literature research and interview research to sort out the reasons for the delay in completion settlement of the real estate projects.According to the principal-agent theory,the reasons of delayed settlement are analyzed in depth,“organization fragmentation” is the root cause of settlement delay.Secondly,put forward the idea of applying organization integration management to solve the settlement delay problem caused by “organization fragmentation”,and conduct feasibility study.Then,after analyzing the implementation conditions and implementation path of organizational integration,it is clear that settlement management of real estate development projects based on organization integration must be systematically constructed.Thirdly,based on the theory of organization integration,the completion settlement management system of real estate development projects including the four dimensions of goal,organizational structure,operational mechanism and integrated information system is constructed.Among them,the operational mechanism including cooperative trust mechanism,coordination mechanism,supervision mechanism,incentive mechanism,benefit distribution mechanism and learning mechanism is the mechanism support for the operation of the whole management system;the integrated information system with the main functions of establishing a consulting intermediary library,clear division of responsibility,information resource sharing,project summary feedback is the tool support in the operation of the whole management system;the core content of the whole management system is to construct a three-level decision organizational structure model including the project settlement management team,the project management group,and the project top decision-making committee,and to reasonably divide the decision-making authority at each level;and finally achieving the goal of the integrated management of each participant and project construction stage,and improving the efficiency of completion settlement.Finally,in order to promote the good use of the real estate development project completion settlement management system based on organization integration in the real environment,from the perspective of both the government and the contractor,putting forward “strengthening legal supervision,improving the check and balance mechanism”,“promoting the construction of performance evaluation system for compliance”,“establishing an access and exit mechanism,optimizing the market structure”,“accelerating the construction of information network in the construction industry”,“improving the supplier management system of the owner”,“improving the management method of tendering and bidding of owner”,“improving the contract management level of both parties” and “improving the informatization level of both parties”.
