For the purpose of promote the construction of regional transportation infrastructure and the development of the entire transportation industry,in recent years,many provinces in China have been established Traffic investment and financing platform based on transportation investment.China's provincial transportation investment and financing platform is transitioning from the construction phase of transportation infrastructure to the stage of transportation and industrial operation.IMCI was established in 2013 and approved by the People's Government of Inner Mongolia Autonomous Region.The specification management is based on the state-owned large-scale(department-level)sole proprietorship enterprise.The main function of the company is to represent the autonomous regional government's investment,financing and operation management of large-scale transportation infrastructure projects such as railways,civil aviation and ports in the autonomous region.Compared with platform companies in other provinces,IMCI Group is in the company's initial stage,and the company faces some real problems in its development.Therefore,the IMCI Group needs to select and build governance,control,synergy and macro-control systems.At the same time,the management and control of each subsidiary requires comprehensive factors such as strategic importance,business relevance,business operation characteristics,and business maturity to personalize each industry sector.This paper uses the five-force model,SWOT and other analytical tools to analyze the internal and external environment of the IMCI Group.By aligning benchmarking companies in other provinces in China,the advantages and disadvantages of IMCI Group are compiled.As an important investment and financing platform for infrastructure construction in Inner Mongolia Autonomous Region,IMCI Group is strategically positioned as a state-owned capital investment company.It needs to be based on the construction and development of a three-dimensional transportation network and build itself into five platforms--development platform,investment platform,capital operation platform,logistics platform and management platform.And through the analysis of its resources and capabilities,it puts forward strategic countermeasures for the group's industrial portfolio.Analyze The development of the railway,aviation,finance,energy,data information,tourism aspects separately and propose development ideas for the IMCI Group.Finally,feasible strategic safeguards are proposed to ensure the effective implementation of the established development strategy.
