Audit Of Officials' Natural Resource Asset Management

The Eighteenth National Congress of the Communist Party in China has integrated the construction of ecological civilization into the overall layout of the "five in one" of socialist construction.In the Nineteenth National Congress,Xi Jinping said that we should accelerate the reform of ecological civilization system and build a beautiful China.Xi Jinping has also repeatedly emphasized that "clean rivers and green mountains are golden mountains and silver mountains".It's obvious that ecological construction is very important.Nowadays,China has entered a period of economic transformation.So we need to do more for the natural resources and environment.Leading cadres have been criticized for exchanging great achievements at the expense of natural resources.However,this kind of behavior is difficult to contain and its vitality is extremely tenacious.With the increasing importance of ecological environment,natural resources and sustainable development,officials' audit has been incorporated into the development planning of audit institutions in China.As an important part of environmental auditing and a new form of auditing,it is imperative to carry out the work.There are many questions which are worth discussing as audit of officials' natural resource asset management is a new one.The title of this paper is in process on the basis of it.The difficulties and suggestions of the audit of officials' natural resource asset management are in their infancy and they have great research value.Ezhou is the only city developing audit activities in Hubei Province and Liangzihu District of Ezhou is in the forefront.So this case study is very demonstrative and representative.In this paper,data are collected and analyzed through document research,interviews,news and other forms.Chapter one states research background and significance,literature summary,research contents and research methods.Chapter two analyzes theories of audit of officials' natural resource asset management.They are concept,subjects and objects,contents and targets,basis,modes and paths and evaluation.They have made a frame for the paper.Chapter three introduces Liangzihu's basic information about audit of officials' natural resource asset management.Difficulties are showed in Chapter four,which include insufficient power of audit subjects,backwardness of objects,one-sidedness of content,difficult targets,insufficient basis,mode of no avail,blocked paths and controversial results.On the basis of difficulties,some advice are produced to solve them in Chapter five,such as strengthening the subjects,changing the concept,improving contents,implementing targets,improving basis,supporting modes,unblocking paths and disclosing results.In the end,conclusions are made.The three innovations of this paper include: analyzing difficulties and suggestions with the frame of concept,subjects,objects,contents,targets,basis,modes,paths and evaluation;refining relevant countermeasures and suggestions;introducing prior control.
