With the adjustment of China's industrial structure and the acceleration of urbanization,a large number of industrial enterprises choose to transfer from urban to suburban areas.But these companies leave behind a lot of contaminated land,which is also abandoned because of pollution.Such land is called brown land.At present,brown land is gradually becoming a difficult problem for various cities.Restoration and redevelopment of brown land has become an inevitable choice for sustainable development of post-industrial cities.According to foreign experience,the redevelopment of brown land is market-oriented,which requires investors or developers not only to have an understanding of the governance mode,legal policies,corresponding responsibilities and other aspects,but also to clarify the value of brown land,so as to accurately grasp investment risks and benefits,and then make appropriate investment decisions.However,China's brownfield restoration and redevelopment is still in the initial stage,and there are obvious deficiencies in cognition,assessment experience and assessment technology of brownfield,so the development of brownfield value assessment is increasingly urgent.Based on this research background,this paper studies and analyzes the value assessment of brown land in China.Firstly,this paper reviews the research progress of brown land in representative western countries,clarifies the connotation of brown land,the factors influencing the value of brown land,and the methods to evaluate brown land.Secondly,this paper introduces the legal policy of western developed countries and the development of relevant standards and the status quo,and roughly list our country introduced about the palm to governance and repair policies and regulations,found that brown to relevant laws,policies and standards in China obviously deficiencies,brought brown land value assessment of the different degree of difficulty and obstacles.Thirdly,take the site of Gutian Industrial Zone-the former Wuhan dyeing Factory as an example,assume that the site has been repaired and traded according to the standard of residential land.Then this paper will refer to the advanced evaluation experience of foreign countries and choose to use the cost approximation method to evaluate the plot after combining the actual situation of our country.But when traditional cost method is used to evaluate brown land,it is difficult to quantify the impact of stigma loss on brown land value.Therefore,this article will combine the characteristic price method to carry on the empirical analysis to the stigma loss at the same time.The empirical results show that when brownfield management is completed and developed into residential buildings,stigma will degrade the real estate value by 36%.Finally,according to the obstacles and problems encountered in brown land value assessment in China,this paper puts forward corresponding Suggestions from the perspective of government and appraiser.Through exploring advanced foreign experience,this paper studies the value assessment of brown land in China,which is not only conducive to the restoration and development of brown land in China,but also conducive to improving the theoretical system of land value assessment in China and improving the level of land value assessment in China.Therefore,it has certain practical and theoretical significance...
