Study On The Efficiency Of Financial Expenditure On Poverty Alleviation In Concentrated Contiguous Destitute Areas

Since the past 40 years of the Reform and Opening up,the Party and the government have attached great importance to the problem of rural poverty.In particular,the 18 th CPC National Congress put the work of poverty alleviation into "economic,political,cultural,social,and ecological progress" and the Four-Pronged Comprehensive Strategy,regarding it as the key task of achieving the first Centenary Goal.The 19 th CPC National Congress took precision poverty alleviation as one of the three major challenges that must be achieved in building a well-off society in an all-round way,and clearly defined the general requirements and overall goals of resolutely winning the fight against poverty.In view of achievements in poverty reduction.According to the authoritative data released by the National Bureau of Statistics in February 2019,in the past 40 years,China has cumulatively reduced 750 million rural impoverished people,and the incidence of poverty has dropped by 95.8%.It’s still about two years before the goal of building a well-off society in an all-round way can be achieved.The Party and the government still need to focus on solving the problem of poverty alleviation of the remaining poor.Concentrated contiguous destitute areas are the key and difficult points to win the battle against poverty with high incidence of poverty and the difficulty of poverty eradication.In order to speed up the process of poverty alleviation throughout the country,financial expenditure on poverty alleviation has focused on concentrated contiguous destitute areas.So,it’s necessary to evaluate the efficiency of fiscal expenditure on poverty alleviation in concentrated contiguous destitute areas.In recent years,academic research on the efficiency evaluation of fiscal expenditure on poverty alleviation has achieved certain results.Scholars have used various methods,and the DEA method has been widely adopted.Based on the existing research,the paper uses the four-stage DEA method to empirically evaluate the efficiency of fiscal expenditure on poverty alleviation in concentrated contiguous areas,and further proposes relevant policy recommendations based on the empirical conclusions obtained.In addition to the introduction,this article is divided into four parts:The first part is the theoretical analysis of the efficiency evaluation of financial expenditure on poverty alleviation in concentrated contiguous destitute areas,defines related concepts such as input of financial expenditure on poverty alleviation,output offinancial expenditure on poverty alleviation,efficiency evaluation of financial expenditure on poverty alleviation,briefly analyzes the theoretical basis of the efficiency evaluation of financial expenditure on poverty alleviation,and the internal logic of efficiency evaluation of financial expenditure on poverty alleviation.The second part analyzes the current situation of input and output of financial expenditure on poverty alleviation in concentrated contiguous destitute areas.It briefly summarizes the current situation of the scale and structure of financial expenditure on poverty alleviation and achievements in poverty reduction.The third part takes the Yanshan-Taihang mountain area as an example for empirical analysis.Firstly,it introduces the method of efficiency evaluation of financial expenditure on poverty alleviation,and describes the basic steps of four-stage DEA method selected to calculate efficiency,which can eliminate the interference of exogenous environmental factors on efficiency results.Secondly,based on the selected sample,it chooses appropriate input indicators,output indicators and influencing factors variables.Finally,the DEA efficiency measurement results are analyzed and the empirical conclusions of the paper are obtained.The fourth part puts forward suggestions on improving the efficiency of financial expenditure on poverty alleviation based on efficiency results and conclusions,including constructing a long-term growth mechanism of financial poverty alleviation input,optimizing the expenditure structure of financial poverty alleviation and strengthening the use and management of financial expenditure on poverty alleviation.
