A Study On Poverty Alleviation In Badong County,Hubei Province

Since the Eighteenth National Congress of the CPC,the CPC Central Committee has placed the fight against poverty in an important position of ruling the country,making it a milestone and an indicator for building a well-off society in an all-round way in 2020,and mobilizing the whole country to vigorously promote it.General Secretary Xi Jinping held four symposiums on poverty alleviation throughout the country for three consecutive years.He mentioned poverty alleviation in New Year's greetings for three consecutive years.He investigated poverty alleviation during the first five consecutive years of New Year's visits.He observed poverty alleviation in more than 30 domestic visits and made an in-depth study of 11 concentrated and extremely poor areas in mountainous areas.At important times,occasions and meetings,the importance and urgency of poverty alleviation and fortification have been emphasized many times.New ideas have been put forward and a series of strategic decisions have been made.General Secretary Xi Jinping's important strategic thinking on poverty alleviation and development has been formed,which is the fundamental decision to follow in the follow-up work of poverty alleviation and fortification.At present,China's poverty alleviation and development has entered the best opportunity,the most critical stage,but also the most difficult historical period.Poverty eradication itself has certain difficulties,However,it is more difficult to overcome poverty in the deep poverty-stricken areas.Wuling Mountains is one of the 11 areas in which the poverty is concentrated,and it is also the main battlefield of poverty alleviation and development.Enshi is located in the southwest of Hubei Province.It is the focus area of Wuling Mountain.Badong County is the only county with deep poverty at the national level in Enshi Prefecture.It is the special poverty in poverty.It is the most important and urgent task for Badong County to achieve the goal of eliminating poverty and tackling key problems on schedule and to ensure the smooth realization of building a well-off society in an all-round way by 2020.Therefore,it has far-reaching theoretical and practical significance to study the work of poverty alleviation and fortification in Badong County.Based on the theory and practice of poverty alleviation and fortification,this paper takes Badong County,a state-level poverty-stricken county located in the deep poverty-stricken area of Wuling Mountains,as the research object,and on the basis of analyzing the poverty situation,solid practice and effectiveness of poverty alleviation and fortification in Badong County,finds out the problems that still need to be studied and broken through in poverty alleviation and fortification work,and then puts forward targeted countermeasures and suggestions,so as to ensure all of them by 2020.Getting rid of poverty and taking off one's hat will help the whole country enter a well-off society in an all-round way.Firstly,the concepts of poverty,precise poverty alleviation and Xi Jinping's thought of "breaking deep poverty" are defined,and relevant theoretical foundations are introduced,such as "participatory development" theory,"poverty intergenerational transmission" theory and "human capital" theory.It provides a theoretical basis for the study of this paper.Secondly,by introducing the general situation of natural culture and economic development in Badong County,the predicament of economic development in Badong County is highlighted,and the poverty situation in Badong County is analyzed from the aspects of the characteristics of the poor population,the multi-dimensional characteristics of poverty and the mobility characteristics of poverty.At the same time,from the aspects of precise identification,precise assistance and precise management,this paper expounds the solid practice of poverty alleviation in Badong County in recent years,and analyses the specific poverty alleviation measures of the government,the use of poverty alleviation funds and the investment of the leadership in poverty alleviation.Then,it makes an empirical analysis of the performance of the poverty alleviation funds of Badong County Government and expounds the other achievements of poverty alleviation and hard work.Finally,the paper explores the problems that still need to be studied and solved in order to overcome poverty in Badong County,such as weak self-development capacity,weak infrastructure construction,obvious shortcomings in public service security,outstanding contradictions between ecological protection and accelerated development,and new problems that may arise after poverty alleviation.In view of these problems,combined with the future economic development direction of Badong County,this paper puts forward deepening industrial restructuring,promoting economic transformation and upgrading;focusing on complementing the shortcomings of development and promoting the equalization of social and public services;giving full play to the advantages of ecological resources,promoting green poverty reduction and high-quality development;enhancing the endogenous driving force for poverty alleviation,improving self-development capacity;strengthening infrastructure construction;and formulating stable policies.The policy suggestions of poverty alleviation security policy and Rural Revitalization Strategy should be formulated in order to promote poverty alleviation in Badong County and build a well-off society in an all-round way.
