| Since the official release of the first batch of characteristic towns in Zhejiang Province in June 2015,it has been fully affirmed by all walks of life,and characteristic towns across the country have sprung up.In July 2016,the National Development and Reform Commission,the Ministry of Finance,and the Ministry of Housing and Urban-Rural Development jointly promulgated the "Notice on the Cultivation of Characteristic Towns",which featured the characteristic town as a strategic choice to accelerate regional new development and release domestic demand,and proposed to cultivate 1000 by 2020.A town with distinctive features.At the same time,Sichuan Province in the "13th Five-Year Plan for the Development of Small Towns in Sichuan Province" proposed that from 2016 to 2020,it is necessary to vigorously cultivate 200 small towns of various types,full of vitality and charm.As an important central city in the western region,Chengdu has a total of 286 towns with a resident population of 16.045 million,and has a beautiful natural environment and obvious location advantages.It has a good green background and rich humanistic traditions,and it is beautiful and livable.The basic conditions of a small town with characteristics.However,compared with Hangzhou,which is the first town in China to build a characteristic town,there are still some gaps and shortcomings.Therefore,we re-examine the current situation of the construction of characteristic towns in Chengdu,and find out their own shortcomings and problems,and build the current characteristic towns in Chengdu.It is of great significance.This paper uses literature analysis method and field research method to collect relevant information of Chengdu and Hangzhou characteristic towns.From the concept,type and function of characteristic towns,to sustainable development theory,location theory,development pole theory and so on.Based on the theory of the town,the development status of Chengdu and Hangzhou’s characteristic towns is analyzed.According to the original characteristics of small towns proposed by Zhejiang Province,the four aspects of industry,function,form and mechanism should be compared and analyzed.The problems of infrastructure,capital,industry and talents encountered in the development of Chengdu’s characteristic towns are obtained,and corresponding countermeasures and suggestions are proposed for the existing problems,that is,to innovate the system supply,improve relevant institutional mechanisms,and science.Plan small towns,strengthen infrastructure construction,upgrade financing methods,achieve multi-channel financing,integrate resource elements,vigorously develop characteristic industries,strengthen scientific and technological support,and implement talent development strategies. |
