Research On PPP Mode Of Sichuan-Chongqing Economic Cooperation Demonstration Area Xx Project

At present,China's economy is at a critical moment in accelerating growth,transforming and upgrading,advancing supply-side reforms and optimizing production capacity.The factors that drive economic growth: investment,foreign trade,and infrastructure construction have all been affected to varying degrees,while infrastructure investment is the area where the government is currently relying more on in promoting economic growth.Therefore,local governments at all levels are vigorously pushing for infrastructure investment to ensure that GDP is kept within a reasonable range of growth.However,the fact that the fiscal revenues of local governments at all levels are affected by the economic growth has already been rather serious.Maintaining a large-scale infrastructure investment will further increase the pressure on local governments' financial revenues and expenditures at all levels.Therefore,local governments have to construct the fundamental facilities to solve the problem of construction funds.In this context,the PPP project model came into being.In late 2013,the State Council held an executive meeting to request relevant departments,such as the Ministry of Finance,the National Development and Reform Commission and the State-owned Property Supervision Committee of State Council,to study and formulate policy documents,guide,supervise and promote local governments in infrastructure construction by adopting the PPP project mode.With the vigorous promotion of policies,the nationwide PPP project has developed rapidly.However,in the process of rapid development,there are a large number of risks and hidden dangers in policy,law and finance.How to control and prevent the related risks and hidden dangers has become the key factor to the smooth implementation of the PPP project mode.Aiming at the above problems,through the author's consulting a large number of literature and actual case studies,this paper discusses the PPP project model and related issues in detail from the following aspects: The first part mainly introduces the research background,methods and contents of PPP mode.The second part discusses the current status of the development of China's PPP mode and related issues.In the third part,“PPP project of Sichuan-Chongqing Economic Cooperation Demonstration Park” is taken as an example to introduce relevant risks and hidden dangers of PPP mode in specific applications.The fourth section puts forward specific measures for controlling and preventing related risks and hidden dangers.
