The construction and development of the Central Plains Economic Zone and the rapid rise of the central region,as well as the important layout of the national “Belt and Road” strategy,whether Henan's economy can achieve rapid development is of great significance.However,from a national level,except for the remote areas in the west,compared with most other provinces,the economic development level of Henan Province is obviously lagging behind.Therefore,the rapid improvement of Henan's economy must seek a new and powerful growth point to achieve a leap.Nowadays,economic development has been closely integrated with the development of science and technology finance,and mutual promotion and coordinated development.The development of science and technology finance can effectively promote economic development.In terms of improving the economic development of Henan Province,the breakthrough in science and technology will undoubtedly accelerate the economic upgrading of Henan Province.Therefore,this paper studies the input-output efficiency of Henan's science and technology finance to seek the promotion strategy of Henan's economic development.This paper mainly studies the input and output efficiency of science and technology finance,and puts forward suggestions on the problems in the development of science and technology finance in Henan Province.In terms of theoretical analysis,the article talks about the relevant content of the development of science and technology finance,and combines the development of the country and Hubei and Hebei,and makes an overall analysis of the development of science and technology finance in Henan Province,and combines the development of science and technology finance in various cities in Henan Province.For specific reasons,it is found that this situation is related to the imbalance of development between cities and towns.In the empirical analysis,first of all,for the selection of the reference frame,Hubei and Hebei were selected as the reference system,and the ladder analysis was carried out.It was found that there was a big difference between the development of Henan science and technology finance and Hubei and Hebei science and finance,as well as the cities in the province.The gap between science and technology finance input and output is obvious.Secondly,using the DEA empirical model,the article selects seven indicators,and empirically measures the efficiency of science and technology financial input and output in 30 provinces and cities nationwide in 2012-2017.According to the results of DEA empirical model,it is concluded that the efficiency of science and technology financial input and output in Henan Province has been ineffective in DEA during 2012-2017,and there are also imbalances in the development of various cities in the province.Most are in a DEA invalid state.The empirical model verifies that there is a mismatch between the input and output scale and the management level of the science and technology finance in Henan Province.Therefore,corresponding policy recommendations are put forward.Optimize the internal structure of input-output scale,improve science and technology loans and establish technology insurance business,support technology companies to go public,provide social funds into venture capital,and promote the marketization process with the improvement of financial markets.The market will invisibly optimize the irrational structure.Improving the government's management level of science and technology finance can be achieved by improving the information service system and optimizing fiscal policy arrangements;supporting Internet financial services technology-based SMEs to narrow the current situation of regional imbalances.
