China's a big agricultural country,but the phenomenon of "big but not strong" exists objectively,rural economy still lags behind,the foundation of agriculture remains weak,and farmers' income is still low compared with those working in other industries.Given China's large rural population,low productivity,wide gaps between traditional and modern economic sectors and various complex problems in the process of industrialization and urbanization,issues relating to agriculture,rural areas and rural people have become a focal point in China's economic transformation and development.To achieve agricultural transformation and upgrading,speed up rural reform,promote the sustainable and healthy development of rural areas and agriculture,modernize agriculture and help farmers shake off poverty and get rich through agriculture,the CPC Central Committee and the State Council officially put forward the issues relating to agriculture,rural areas and rural people at the Fifth Plenary Session of the 16 th CPC National Congress,and vowed to pursue a rural vitalization strategy at the 19 th National People's Congress,reflecting the great importance it has attached to agriculture,rural areas and rural people.As the government has been improving industrial structure and increasing policy support for agriculture-related fields,financial institutions have started to scramble for quality agriculture-related credit customers in the agricultural credit sector.The competition in the modern agricultural financing marketrepresented by new types of agribusiness has become increasingly fierce,and the space of the agriculture-related credit market has been squeezed,putting forward higher demands for the credit products,business operations and financial services of Bank Y.Meanwhile,the Bank's agriculture-related credit business faces difficulties and challenges such as how to develop innovative credit products with flexibility,how to increase the methods of guarantee,how to manage and control asset quality given intensified competition,and how to attract and retain quality customers through effective growth and management.Therefore,it is all-important for the Bank to draw on the experiences of domestic and foreign peers,and develop a sound strategy for the transformation and upgrading of rural finance based on macro-policy and empirical analysis to achieve business and profit growth.This study is based on the theories of financial deepening,modern finance,rural finance,agricultural credit subsidy,and transaction cost,and uses research methods such as literature research,questionnaire,empirical analysis and comparative analysis.It starts with the current policies and measures and the landscape of agricultural economy and market,and then analyzes the macro-policies and financial market demands related to agriculture,rural areas and rural people.It is found that the external challenges for the Bank in the transformation and upgrading of rural finance are intensified financial market competition,and loss of quality banking resources because of financial disintermediation,and internet financial model.The Bank also faces five major internal problems in terms of access to information,product competitiveness,team building,risk control system,and technological support.On the basis of comprehensive analysis,this thesis puts forward a specific implementation roadmap in response to the problems,and suggests that Bank Y improve the rural financial evaluation mechanism,optimize product development systemand management mechanism,strengthen training,enhance the awareness of risk management,and ramp up technological support,so as to boost employee confidence and quality,improve product competitiveness,reduce operating cost and risk cost,and achieve sustainable development in the midst of intense financial market competition.
