Study On Improvement Of Budget Compilation Of Local Finance Department In Z City

China has carried out continuous budget management reform since 2000.In 2017,we will carry out the reform of the economic classification of departmental budget expenditure,and constantly refine the content of departmental budget preparation.From the perspective of the state,the implementation of these measures and the achievement of great achievements,but it is undeniable,to ensure that these measures are truly implemented in every province,city,even autonomous region,even towns in the countryside;we must overcome all kinds of "acclimatize".This paper takes Z municipal bureau of finance as the object of investigation and research,and comprehensively understands the current situation and existing problems of Z municipal bureau of finance's department budget reform.Based on the current research,the author aims to optimize the current situation of the budget compilation of the department of finance bureau of Z city,and put forward corresponding proposals based on the domestic and foreign experience,and demonstrate the feasibility of the plan,so as to further promote the budget compilation reform of the department of finance bureau of Z city.The research in this paper believes that the budget preparation work of the Z City Finance Bureau has incomplete income budget preparation,the departmental budget preparation mode has not been fundamentally changed,the level of refinement is not high,and its performance system is imperfect.The reason is due to the departmental budget preparation system.The level of governance is not high,the departmental budget mechanism itself is flawed,the internal and external monitoring mechanisms are imperfect,and the budget allocation decision-making system is unscientific.Based on this,in this article,in response to the relevant work of the Z City Finance Bureau in budget preparation,the corresponding reform measures are proposed,so as to make it more perfect,strengthen the implementation and management of budget funds,and promote The budget performance supervision system and the improvement of budget management supporting measures ensure the promotion of reform.
