Under the background of the enhancement of China’s economy and the international competitiveness of Chinese enterprises, more and more enterprises begin to "go out",and China has gradually become a big country of foreign direct investment, which attracts much attention in the international market.China’s foreign investment has injected vitality into the host country’s economic development and made important contributions to the host country’s economic growth, employment and tax increase. However, some overseas media have begun to create public opinion, which has greatly exaggerated the negative impact of China’s foreign direct investment, especially on the environmental quality of the host country. They believe that the development and operation of Chinese enterprises in the host country will aggravate the local environmental pressure of the host country, and that China’s foreign investment has obvious "pollution shelter motivation".Although this kind of doubt only represents a small part of international public opinion,if this kind of public opinion is enlarged infinitely by the intentioners,it will bring new pressure to the overseas investment of Chinese enterprises and increase the cost and risk of their transnational investment and operation. At present, scholars have conducted in-depth studies on the impact of China’s outward FDI,but less attention has been paid to the relationship between China’s outward FDI and the environmental quality of the host country. This study not only aims at the shortcomings of existing research in this area, but also responds to malicious speculation by foreign media with ulterior motives. Therefore, the topic of this paper has important practical significance.Based on the motivation of the topic selection, this paper analyzes the mechanism of foreign direct investment affecting the environmental quality of the host country on the basis of the analysis of the status quo of China’s foreign direct investment, and then empirically tests the impact of China’s foreign direct investment on the environmental quality of the host country.Based on the theoretical and empirical analysis conclusions, countermeasures are proposed in a targeted manner. The basic conclusion of this paper is that China’s foreign direct investment has not deteriorated the host country’s environment as a whole, but it has contributed to the improvement of the host country’s environmental quality.Among them, the strategic asset seeking type and market-seeking foreign direct investment have more obvious effects on the improvement of the environmental quality of the host country. This paper uses a combination of theoretical and empirical analysis to conduct research. The full text is divided into five parts: The first part is an introduction. It mainly introduces the background and significance of this topic, summarizes the literature related to the topic, and points out the research methods, ideas and main contents of this paper, pointing out the innovation and deficiency of this paper. The first chapter is the second part of this article. It mainly expounds the motives of China’s foreign direct investment, and on this basis, introduces the overall situation of China’s foreign investment development and the status quo of foreign direct investment with different motives and possible future development trends. The second chapter is the third part of this article. The main content is to combine the existing theoretical research, sum up the general mechanism of foreign direct investment affecting the environmental quality of the host country, and analyze the mechanism of the impact of foreign direct investment on the environmental quality of the host country. The third chapter constitutes the fourth part of this paper. This part uses the system clustering method to divide China’s foreign direct investment into four categories according to the motives, and builds an econometric model based on this, using China’s panel data of 115 countries to conduct empirical research, examining different motives in China. The impact of direct investment on the environmental quality of the host country. The fifth part is conclusions and recommendations.Based on the conclusions of the full-text research, this part proposes corresponding policy recommendations for promoting the healthy development of China’s foreign direct investment. The innovation of this paper is reflected in the following two aspects: The first is that the research perspective is new. This paper studies the impact of China’s foreign direct investment on the environmental quality of host countries.Research results based on this perspective are relatively rare.Secondly, when studying the impact of China’s foreign direct investment on the environmental quality of the host country, this paper uses the system clustering method to classify four different types of foreign direct investment motives, and analyzes the investment of four types of motives from the theoretical and empirical aspects to the host country environmental impact. This is different from most studies that consider transnational investment as homogenous and indifferent.Due to the limitations of the data and author level, the research in this paper also has shortcomings.Constrained by the availability of sample data, this paper uses the host country’s per capita carbon dioxide emissions as an indicator of the host country’s environmental quality, and failed to use a variety of indicators for verification, which is the shortcoming of this paper.
