Study Of Risk Avoidance In Targeted Poverty Alleviation In Rural Areas

Poverty alleviation and development has always been a hot issue of concern to all sectors of society.Since the introduction of a series of Poverty Alleviation Policies in 1978,China's poverty alleviation and development work has made remarkable achievements.With the continuous improvement of social and economic situation and the transformation of people's needs,after 2011,China's poverty alleviation work began to enter the stage of precise poverty alleviation.In November 2013,General Secretary Xi Jinping made the important ideological instruction of "precise poverty alleviation" for the first time during his visit to Western Hunan.Subsequently,the state issued a series of policies,and all localities responded positively and carried out corresponding work.We should strive to help the poor and help the poor.At this stage,precise poverty alleviation has entered a critical period,and it is urgent to effectively avoid the risks faced by precise poverty alleviation.Accurate poverty alleviation has made some achievements,but it is still unable to meet the actual development needs of poor areas and poor households.On the basis of summarizing the achievements of precise poverty alleviation,a case study was conducted in Zhangqiu.Through the survey of precise poverty alleviation in Zhangqiu,the main risks of precise poverty alleviation in Zhangqiu are that the quantitative poverty alleviation standard is difficult to define,the poor households lack initiative,the fragmentation of poverty alleviation work,and the ability and responsibility of poverty alleviators are inadequate.On the other hand,the causes of the risks are summarized as lack of targeting in the orientation of poverty alleviation,inadequate awareness of poor households' ideology,inefficient integration of poverty alleviation resources and inadequate construction of poverty alleviation personnel.Based on the field survey of risk aversion of precise poverty alleviation in Zhangqiu,this paper explores the risks of precise poverty alleviation in rural areas,including institutional risk,moral risk,administrative risk and specific risk.This paper analyses the risks of precise poverty alleviation in rural areas,and attributes the risks to the limitations of system design,moral deviation in the field of poverty alleviation,dislocation of the supply of poverty alleviation factors,and imperfection of the selection and empowerment mechanism of poverty alleviators.On the basis of clarifying the problems and reasons,this paper puts forward the risk aversion strategies of precise poverty alleviation in rural areas from four levels of system,morality,assistance and government,with a view to deepening the research level in theory and putting forward practical suggestions in practice.
