Promoting urbanization is the only way for regional economic development and modernization, land resources are the only carrier for all human production and living activities, and an important guarantee for regional economic and social development. The traditional urbanization model has brought about a large increase in urban population, the irrational spread of construction land, inefficient and extensive land use methods have all led to the contradiction between people and land, and whether the land use system is healthy indicates whether the land has reached sustainable use.The National New Urbanization Plan(2014-2020)and the Jiangsu Urbanization System Plan(2015-2030)both reflect the country and the region, and advocate the development of new urbanization with intensive conservation, low carbon ecology and sustainable and healthy development.Land is a problem that must be solved in the process of achieving this development goal. The necessary condition for realizing the orderly development of the regional human-land system and the sustainable development of the region is the healthy development of the land-use system. Therefore, research on the coordinated development of regional new urbanization and land use system health, clarify their evolutionary relationship and evolutionary trends, and explore the coordinated development model between new urbanization and land use system health, which is to build high-quality urbanization and Realizing the sustainable development of land and region has important theoretical and practical significance. This paper takes Jiangsu Province as the research object, summarizes the relevant research results of urbanization and land use at home and abroad, and defines the connotation of new urbanization and land use system health based on the research results, constructs their evaluation index system, and uses the improved TOPSIS method to measure The level of development. The interaction relationship between qualitative analysis and quantitative test is discussed.Based on the coupling degree model and the coupling coordination degree model, the level and type of coupling coordination development are identified.Based on the scenario analysis method,RBF neural network is used as a method tool to explore the best development model of new urbanization and land use system health. The conclusions show that:(1)In2007-2017,the overall new urbanization level of Jiangsu Province showed a volatility, and the development of 13 prefecture-level cities was uneven. The southern Jiangsuregion was superior to the development level of the northern Jiangsu region. The overall health of the land use system in Jiangsu Province is still in an unhealthy state, and the development of 13 prefecture-level cities is uneven. The development level of the two shows a bulge in the southern region,a weakening in the middle, and a stepped distribution decreasing from south to north.(2)During 2007-2017,the level of coupling and coordination between the new urbanization and land use system health systems in Jiangsu Province has generally improved, but the development is slow. The high-value area of the coupling coordination level is concentrated in the south of Jiangsu, and the low-value area is concentrated in the northern part of Jiangsu. The level of coupling and coordination between the areas is large.(3)In the long run,the balanced development scenario is an ideal development scenario, but Yancheng’s balanced development model under accelerated economic development is ideal.Due to the differences in regional economic and social development levels, their development models are also different.
