For forty years,stimulated by the pragmatic spirit,Dongguan has created its own model of development since the Reform and Opening-up.It is the very first city that established one-stop administrative service for businesses and a pioneer city where the reform of business registration took place.It is the first city that tolled on local bridges co-funded by farmers and the first to apply the "Three Mutual" great customs clearance model.It is the first city that embraced the first company operating under the “Three-plus-one” business model as well as a pioneer in the national scheme to establish open economy.Against the backdrop of the Greater Bay Area Scheme,it is important for the government and business to development incentives for Dongguan promote industrial transformation and upgrading in order to achieve further industrial and production prosperity.Dongguan Municipal Bureau of Commerce,serving as a key economic department promoting industrial transformation and upgrading,plays an important administrative role in guiding business transformation and development.This thesis analyzed the functions of Dongguan Municipal Bureau of Commerce in promoting industrial transformation and upgrading and furthered the discussion on how to strengthen its role in the future.The thesis starts by defining the concept of industrial transformation and upgrading and public service,followed by the functions of Dongguan Municipal Bureau of Commerce.Then,it elaborates two basic theories,namely the Market Failure Model and the New Public Management,which provides theoretical evidence for administrative role in promoting industrial transformation and upgrading.It is indicatedthat,in a new economic era,the government can provide better public management and services in the way of market and industrial coordination and guidance to promote industrial transformation.By applying literature reviews,imperial analysis and comparative analysis,the thesis conducts a case study on Dongguan Municipal Bureau of Commerce in terms of its administrative role in industrial transformation and upgrading.It begins with the economic and industrial background of Dongguan.Then,it analyzes three major functions of the Bureau in industrial transformation and upgrading,namely,initiatives enforcement and market control,support for new businesses and integrated advancement,legislation and market control and regulation.Demonstrations have been given on its achievements in promoting industrial upgrading,initiatives enforcement and public services improvement.Last,shortcomings such as lack of market intervention and competitiveness in local market and incomprehensive service system and the underlying reasons are illustrated.Then,it analyzes the practices and experience of Suzhou,Ningbo and Yantai Municipal Bureau of Commerce and other local administrative as well as the French and Korean Administration in their industrial transformation and upgrading.Taking Dongguan ' s own need into consideration,it summarizes that Dongguan Municipal Bureau of Commerce can improve its administrative role by the means of making full use of its competitiveness,vibrant dynamics and combined industrial effect and coordinated system.Finally,it summarizes that the bureau can promote the transformation and upgrading in terms of initiatives guidance,coordination and public services.The thesis reemphasizes the functions and outcomes of Dongguan Municipal Bureau of Commerce in promoting industrial transformation and upgrading its conclusion.Based on relevant theoretical framework,it revisited the shortcomings and of the bureau and the reasons and offer relevant solutions to the issue based on experience locally and internationally,in particular under the Greater Bay Area Scheme.The proposals are valuable to the Bureau in promoting industrialtransformation and upgrading as well as in stimulating the construction of Greater Bay Area manufacturing center.
