In recent years,with the rapid development of the national cultural industry,the state and society have paid more and more attention to the protection of the intangible cultural heritage of minorities.The private economy has begun to enter the national cultural field,And more and more enterprises begun to selling national cultural products.Established in 2014,Guizhou Shuidu Legend Cultural Tourism Co.Ltd.is a comprehensive cultural company independently invested by private capital.The company combines the protection of the inheritance of aquaculture and the creation of a characteristic cultural industry to create a national cultural brand with aquarium as the core element..After four years of development,the company has maintained a good momentum of development.However,it also faces problems such as slow investment returns and lost designers.This article takes Guizhou Shuidu Legend Culture Tourism Co.,Ltd.as the research object.Firstly,it uses PEST analysis method and Porter's five-force model to analyze the opportunities and challenges in external environment.Secondly,it adopts internal resources such as company resources and core competitiveness.And then the analysis is used to formulate the development strategy.The development strategy of the company is determined as the “Shui nationality's culture+” related diversification strategy,and the business strategy is determined as “ShuiDu legend”brand differentiation strategy.Thefunctional strategy including human resources strategy,financial strategy,act.Finally,it proposes to adjust organizational structure,to carry forward the enterprise culture,to complete the organizational system in line,to strengthen the capacity building,to optimize the allocation of resources and construct control evaluation system.Strategy implementation conclude borrowed Government resourcesdevelopment,handle the relationship between centralization and decentralization,a good balance between stakeholders,smooth formal and informal communication.
