Under The Pattern Of Multi-level Support The Research On The Cultivation Of Characteristic Industrial Growth Pole In Hubei Province

Hubei Provincial Government attaches great importance to the coordinated development of the regional economy.In the 13 th five-year Plan,Hubei Provincial Government put forward the strategy of "One main,two deputy,multi-level".The eighth Plenary session of the 10 th Provincial CPC Committee pointed out that it is necessary to speed up the cultivation and formation of the pattern of "multi-polar development," and the11 th Provincial Party Congress put forward the need to implement in-depth ththe strategy of "One main,two deputy,multi-level".It is clearly pointed out that: "support Huangshi,Shiyan,Jingzhou,Jingmen,Xiaogan,Huanggang construction as regional growth pole,support Xianning,Ezhou,Suizhou,Enshi construction to become characteristic industry growth pole,support Xiantao,Tianmen,Qianjiang is in the forefront of the province in the construction of urban-rural integration,supporting the construction of Shennongjia forest region to become a world-famous ecotourism destination." Promoting the cultivation of characteristic industry growth pole under the pattern of multi-level support is an important choice to promote the optimization and upgrading of industry,to enhance the stamina of Hubei province's development and to realize the coordinated development of regional economy.Therefore,we analyse the predicament of cultivating the growth pole of characteristic industries in Hubei Province,and to look for operational suggestions and countermeasures based on the problem-oriented approach,and to contribute insights to the high-quality economic development of Hubei Province.This paper consists of six parts: the first part is the introduction,mainly describes the research background and significance,domestic and foreign research status,research ideas,research methods,innovation and shortcomings;The second part is the theoretical basis of the characteristic industry growth pole,which mainly introduces the connotation,structure and function of the characteristic industry growth pole;The third part analyzes the measuresand progress of the growth pole of characteristic industries in Hubei Province from Enshi,Suizhou,Xianning and Ezhou respectively.The fourth part is the comparison of the cultivation basis of the growth pole of the characteristic industry in Hubei Province,and the comparison with the economic development level of the regional growth pole of Hubei Province and the regional growth pole.At the same time,it also carries on the location quotient and the internal analysis of the three kinds of industries.The key points of cultivating the growth pole of characteristic industries are summarized.The fifth part is the problems existing in the process of cultivating the growth pole of characteristic industries in Hubei Province,including the accumulation of characteristic industries but not fine,gathering but inefficient,the development environment of characteristic industries needs to be optimized,and the competition level of characteristic industries as a whole is not high.The sixth part is the characteristic production in Hubei Province.An empirical study on the cultivation of industrial growth pole,taking Suizhou City as an example,this paper deeply studies the basis,effectiveness,existing problems and development direction of the cultivation of characteristic industrial growth pole.The seventh part is the countermeasures to cultivate the growth pole of characteristic industries in Hubei Province,which clearly points out that it is necessary to give full play to the role of the government and leading enterprises,strengthen the cooperation between industry,university and research and strengthen the attraction of investment,thicken the cultivation foundation of the growth pole of characteristic industries,and realize the characteristics and dislocation.Brand,innovation and diffusion development;The last part is the summary.
