Research On The Transformation And Upgrading Of Heavy Industry In Liaoning Province

The development of the old industrial base of Liaoning Province has been closely related to the growth of the country.Heavy industry is the main mean of production to provide the material and technical basis for various sectors of the national economy.As one of the most important industrial bases in China,Liaoning Province has played a prominent role in the first five-year Plan period.It is not only the key scientific research and production base of our country's equipment manufacturing industry,but also the important scientific research and production base of military equipment.Through the development,it has gradually formed the equipment manufacturing industry system with considerable scale and complete variety.During the "Twelfth five-year Plan" period,the primary task for the development of heavy industry in China is to continuously promote the development of heavy industry to high-tech,chain cluster,intensification and clean development.However,due to the increase of competition pressure in the international market,the downward pressure of domestic economy is increasing,the industrial development of Liaoning Province is slow,and the development speed is seriously lagged behind.Therefore,under the background of the implementation of the new strategy of revitalizing the northeast old industrial base,how to adjust the layout of industrial structure and promote the transformation of traditional heavy industry in Liaoning Province while developing strategic emerging industries at the same time has a certain significance for the industrial and even the overall economic development of Liaoning Province.This paper systematically combs the relevant literatures at home and abroad,defines the concept of industrial transformation and upgrading,summarizes the relative theory of industrial transformation and upgrading,and on this basis combs the development of heavy industry in LiaoningProvince.Liaoning Province heavy industry has occupied the main position of industry for a long time.In the planned economy era,the heavy industry system is becoming more and more complete.But at present,the current heavy industry development lags behind other developed regions.According to the classification principle of national economy industry,this paper selects three heavy industries in Liaoning Province,including petroleum processing,coking and nuclear fuel processing industry,ferrous metal smelting and rolling processing industry and general equipment manufacturing industry.Through the construction of the evaluation index system with four dimensions including economic creation capability,technological innovation capability,operation management and environmental protection capacity,this paper measures the development level of heavy industry in Liaoning Province and compares it with Jiangsu,Guangdong,Shandong and national levels.The results show that the three industries of Liaoning Province are ranked fourth in the comprehensive development scores from 2007 to 2017.The economic creation of petroleum processing is in the middle-class level,while the scores of technological innovation ability,management ability and environmental protection capability are relatively backward.The scores of four dimensions of the ferrous metal smelting and Calendering industry are in the middle and lower level.Generally there is a certain gap between Liaoning and other developed regions.Therefore,this paper proposes that Liaoning Province should accelerate the industrial transformation and upgrading,actively resolve the excess capacity,enhance the ability of independent innovation of enterprises,improve the management of enterprises,and promote the green transformation of traditional industries.
