Study On The Risk Evaluation Of The PPP Project Of Beautiful Village Construction Under The Guidance Of Tourism Development

Since the goal of building "beautiful villages" was put forward in the first document of the Central Committee of the Communist Party of China in 2013,with the support and guidance of national policies,there has been a wave of beautiful village construction throughout the country,among which,the use of rural tourism to promote rural related industries and economic development is an major model of the current beautiful village construction.However,from the overall situation of the national beautiful village construction,the beautiful village construction is generally difficult to be implemented because the local government financial capacity is insufficient,the construction content is complex,and the villagers’ autonomy ability is poor.As a new mode of investment and financing which integrates the advantages of government and social capital resources,PPP(Public-Private-Partnership)model can greatly improve the quality and efficiency of beautiful village construction by introducing it into the construction of beautiful villages.However,under the guidance of tourism development,there are many factors affecting the PPP project of beautiful countryside construction,which determines that there are many uncertainties in the whole process of its operation,thus affecting the enthusiasm of social capital investment.It also slows down the process of building beautiful villages in China.Through the deep analysis of PPP model,beautiful village construction,project risk management theory and their research results,this paper understands the current situation and development trend of beautiful village construction and the application of PPP mode,then finds out the deficiency and clarifies the research focus.The risk evaluation of the PPP project of beautiful village construction under the guidance of tourism development was carried out.First of all,Carding the PPP project operation mechanism under the guidance of tourism development,combined with the stakeholder theory,we get the government,social capital,rural collective economic organizations,villagers and other stakeholders and analyzed the interests of stakeholders and the causes of conflict of interest;Secondly,from the perspective of risk sources,to analyze the impact of stakeholders’ actions on project operation in order to maximize their own interests during the conflict of interest.On the basis of synthesizing the influence of the change of external environment on the project,using the method of work structure decomposition and expert interview,this paper constructs the risk evaluation index system of the PPP project of beautiful village construction under the guidance of tourism development,which includes 6 first-grade indexes and 34 second-class indicators.Then a risk evaluation model based on fuzzy network analytic hierarchy process(Fuzzy-ANP)is established by considering the interaction between risk factors.Combined with the analysis of an example,the importance of each risk factor and the overall risk level of the PPP project of beautiful village construction under the guidance of tourism development are obtained,and the feasibility of the evaluation model in the project risk evaluation is verified.In view of the key risks,this paper puts forward some suggestions,such as strengthening the governance of contracts,implementing differentiation development,etc.The study on the risk identification and evaluation of the PPP project of beautiful village construction under the guidance of tourism development complements and perfects the relevant theoretical results and provides a certain reference for the investment decision of the project investors and developers.It also offers a reference for the risk management of this kind of projects,promoting the smooth implementation of the PPP project of beautiful village construction under the guidance of tourism development.
