Problems And Countermeasures Of Planning Management Of Scenic Spots In Hunan Province

Scenic spots are comprehensive protected areas based on good natural environment and integrated with human landscape.Their natural and cultural characteristics are not only unique among all protected areas in China,but also the most typical type of protected areas with Chinese characteristics in the world.Since the establishment of the system of scenic spots in 1982,the cause of scenic spots has developed rapidly,and has played an extremely important role in the protection of natural resources,the promotion of national culture,the popularization of scientific research and education,and social and economic development.The paper is studied by the main line of planning and management of scenic spots as taking the example of current situation of planning and management of scenic spots of Hunan province.The main object of this research is the background of the times,the general situation of development and the prospect of development.Taking the example of Scenic spots of Hunan province,these contradictions and problems mainly reflect on three aspects:declaration and establishment stage,planning organization stage and planning implementation stage.Therefore,the analysis of these contradictions and problems,as well as their causes and the corresponding countermeasures and suggestions has important theoretical significance and practical value for the protection and management of scenic spots in our province.The paper is based on the background theory of scenic resources,the theory of scenic spots planning and management,and the theory of sustainable development in the planning and management of scenic spots.Through literature review,on-site investigation and expert interviews,this paper objectively combs the current situation of the development of Hunan Scenic Spots,summarizes the successful experience,makes a thorough analysis of the existing problems and causes,and puts forward the Countermeasures of planning and management of Hunan Scenic Spots.1.Raise awareness of protection and enhance planning status;2.Carry out resource census to consolidate planning basis;3.Improve laws and regulations and strengthen planning management;4.Enrich planning system and clarify key stages;5.Strengthen planning control and implement classified management;6.Establish monitoring mechanism and increase public participation;7.Strengthen top-level design and explore new type system.At the same time,combined with the provincial institutional reform,a forward-looking idea is put forward for the planning and management of scenic spots.
