In recent years,with the continuous development of domestic tourism,the number of tourists continues to increase,and the scale of major markets of inbound and outbound tourism and domestic and foreign tourism has expanded to a certain extent.In 2016,the added value of Zhejiang's tourism industry has exceeded 300 billion yuan,up about 13% year-on-year,accounting for about 7% of the gross national product,and the total tourism revenue has exceeded 800 billion yuan,up more than 13% year-on-year.Among them,the number of domestic tourists is nearly 600 million,up 9%,and the total domestic tourism revenue is as high as 760 billion yuan,up about 13%;the total number of inbound tourists is about 11 million,up about 10%,and the total foreign exchange income in tourism is more than 7 billion US dollars,up about 10%.In the process of increasing tourism market scale,the risks of natural disasters,traffic accidents and contract disputes are also increasing.How to control and deal with the risks in the process of tourism has now developed into a problem that can arouse heated discussion in the society.In order to avoid the risk of transfer and ensure the safe and orderly development of tourism industry,it is particularly important to promote tourism insurance.From the characteristics of tourism,tourism is a comprehensive service industry,which involves a wide range of content,food,housing,shopping and entertainment,etc.,are closely related.At the same time,tourism activities are different from other places,which means that the environment in which tourists live is relatively unfamiliar.Although in the process of carrying out tourism activities,relevant personnel and institutions provide assistance for this activity,for a new environment,tourists will have limited expertise and tourism experience.It seems beyond force.This will also cause tourists to face various risks in the process of tourism.Studies show that the probability of getting sick or injured is 30%-50%.According to the data from the International SOS Rescue Center,6.5 out of 100,000 tourists will encounter all kinds of accidents.It can be seen that tourism risk has become an important issue in tourism development.Facing all kinds of unexpected accidents and risks,tourism insurance undoubtedly provides an important guarantee for the main body of tourism activities(including travel agencies and tourists).But take the air crash as an example,every air crash will stimulate people to buy air accident insurance enthusiasm,but when the air crash occurs for a period of time,people gradually forget the occurrence of the disaster,and their enthusiasm to buy air accident insurance will gradually fade away.It can be seen that the tourism insurance industry is facing a more awkward development situation as a whole.After a preliminary analysis of the tourism insurance industry,it is found that,on the whole,the tourism insurance industry has fewer types of insurance,insured products are not perfect,the price system is chaotic,and there are also shortcomings in sales channels.For consumers of tourism insurance products,there are unfamiliar with tourism insurance,some inherent concepts about tourism insurance consumption perception,but also some dissatisfaction with tourism insurance products,inconvenience in purchasing tourism insurance products,doubts about the fairness of insurance company's claim settlement and the existence of service level of insurance company.Worries and so on.The backwardness of tourism insurance market also has a great impact on the development of tourism.Not only can the vital interests of tourists not be guaranteed,but also the overall development of tourism lags behind.As tourism products and types become more abundant,the risks faced by the tourism industry are also increasing.Compared with the booming tourism industry,travel insurance is in the primary stage of development.According to the data provided by the Chinese People's Property Insurance Enterprises,only about 20% of the Tourist Insurance in our country is carried out by tourist agencies,and many tourists fail to buy insurance,that is to say,about 80% of the tourist insurance market has not been developed.Through the analysis of the current situation of the development of southern Zhejiang,the development of tourism industry to ensure the safety of tourists is still in a relatively backward state,and the product structure it provides is not very scientific.Comparing with the tourism market which is constantly developing,the development of tourism insurance industry in southern Zhejiang lags far behind the development of tourism industry.Regardless of the scale of the industry or the speed of development,tourism insurance has not been consistent with the pace of tourism development,which in fact has restricted the development of tourism to a certain extent.Among many factors that have an impact on the development of tourism,products are the most important ones.Travel insurance can disperse and transfer tourism risks,and is conducive to the sustainable and healthy development of tourism.The study of tourism insurance is not only conducive to improving the management and profitability of insurance institutions,but also conducive to enhancing the brand value of China's tourism industry and promoting the development of China's tourism economy.At present,the research of domestic tourism insurance mainly focuses on the significance,current situation,problems,causes and Countermeasures of the development of China's tourism insurance,the legal issues related to tourism insurance,and the economic discussions on tourism insurance,rarely involving the research on the methods and measures of avoiding tourism risk.Therefore,on the basis of economic theory,combined with the characteristics of tourism insurance,such as strong comprehensiveness,short duration and easy to be ignored,this paper studies the problems and Countermeasures of tourism insurance product development in southern Zhejiang.The results show that there are several relatively obvious defects in tourism insurance products in southern Zhejiang,namely,too single tourism insurance products,weak comprehensive tourism insurance products,unscientific pricing of tourism insurance products and
