Targeted poverty alleviation is an important measure for China to complete the building of a moderately prosperous society in all respects.In the process of targeted poverty alleviation,the important means of poverty alleviation and sustainable development is financial poverty alleviation.By allocating external resources to poor areas,funds are provided for those poor people who lack funds to support their production and operation,so as to promote the production and operation of poor objects and achieve the goal of stable poverty alleviation.With only two years to go until 2020,the task of poverty alleviation in all regions of the country is urgent.Poverty relief work after years of development in liaoning province has obtained certain result,by the end of 2018,the province's 61000 poor households,poverty population of 130100 people,with 154300 people out of poverty,has no state-level counties,but there are eight,provincial counties in poverty rate has dropped to 1% on average,but the poor are the hardest to chew bones,poverty is difficult.As an eastern province,the rural poverty problem in liaoning province is still not negligible compared with other provinces on the eastern coast.Kaiyuan is an agriculture-oriented county-level city in northern liaoning province.The poor people are mainly distributed in rural areas.Targeted financial poverty alleviation is a targeted poverty alleviation method targeted at the poor people who have set up files in rural areas.In the targeted poverty alleviation work,kaiyuan city supports the development of poverty alleviation industry with finance.Through poverty alleviation small loans,poor households with established files and registered CARDS can develop their industries or send their children to school,so as to raise their incomes and get rid of poverty.Certain achievements have been made in targeted financial poverty alleviation in kaiyuan.6,358 poor people have been lifted out of poverty through financial poverty alleviation,accounting for 60.01% of the total number of people lifted out of poverty after the implementation of targeted poverty alleviation strategy.This paper takes the issue of financial targeted poverty alleviation in kaiyuan city as the research object,combines the data of poverty alleviation office and field investigation in kaiyuan city,and USES DEA model to sort out and process the data of field investigation and poverty alleviation office,calculates the application effect of two kinds of financial poverty alleviation small loans in towns and villages,and finds out the problems in financial poverty alleviation.Kaiyuan financial targeted poverty alleviation lacks specific legal support;Kaiyuan financial targeted poverty alleviation has no clear subject;Lack of specific incentive measures for financial institutions participating in targeted financial poverty alleviation;The participation of financial institutions in kaiyuan city is low;Poor rural financial environment in kaiyuan city;Some towns and villages have unreasonable plans for poverty alleviation industries,which lead to financial loan losses,which need to be gradually changed and improved.In kaiyuan city poverty relief office and field survey data,found that the processing of imperfect financial policy for poverty alleviation,responsibility is not clear,not in-depth participation is low,the industrial planning,financial institutions to improve service level,poor kaiyuan city financial ecological environment,financial services,lack of professional talents,analysed the cause of problems to solve these problems and proposes the corresponding countermeasures and Suggestions.
