| Land is the basis of human production and life,and the total amount of land resources is limited.Land conservation and utilization is the fundamental way to alleviate economic development and scarcity of land resources.The fifteenth National Land Day in 2005 set the theme of"saving intensive land to promote scientific development",and put forward the slogan of saving intensive land for the first time.In 2008,the state promulgated the Notice of the State Council on Promoting Economical and Intensive Use of Land;in 2014,the former Ministry of Land and Resources promulgated the Provisions on Economical and Intensive Use of Land,and issued the Guiding Opinions on Promoting Economical and Intensive Use of Land.But for a long time,our country attaches great importance to the intensive use of land,and the provisions on the line of defense for land conservation and utilization are less,and the degree of attention to land conservation and utilization is not enough,which makes a lot of waste of land resources in the process of urbanization in China.During the 13th Five-Year Plan period,the state proposed to summarize and promote land-saving technologies and models in key cities,key areas and important land types.According to the practice of various regions,11 land-saving modes involving transportation land,parking land,urban comprehensive development land and industrial and mining storage land have been summarized for reference in other regions.However,due to the complexity and diversity of land use in various regions,it is necessary to take appropriate land-saving measures and countermeasures according to the regional economic development and resource utilization.The Lower Liaohe Plain is not only an important agricultural production area in China,but also an important heavy industry base.It is an important part of the coastal economy and Shenyang economic zone determined by the state.At present,the region is facing the problems of limited space for new industries to occupy incremental land and inefficient utilization of stock land.Therefore,to clarify the level of land conservation and utilization and the existing problems of land waste in the Lower Liaohe Plain,based on the connotation of land conservation and utilization,to analyze and summarize the ways of regional land use realization,which has a positive role in promoting the transformation of land resources utilization to impel economic development in the region;at the same time,it provides a reference for other regions to rationally use land resources.On the basis of consulting relevant literature and research materials at home and abroad,this study analyzed the level of land conservation and utilization in the Lower Liaohe Plain from the perspectives of population size and economic development through relevant data consulting and field investigation;combined with case analysis,it summarize the existing land utilization in the area according to the types of agricultural land,industrial land,commercial land and park green space,respectively.Waste phenomenon,from four aspects of time,space,function,potential and so on,puts forward measures and countermeasures to realize land saving and efficient utilization.The main research conclusions are as follows:(1)Waste phenomenon of unnecessary degree exists in the lower Liaohe plain area.The per capita area of urban construction land and rural construction land are 147.33 m~2/person and 445.61 m~2/person respectively,which exceed the national upper limit of 115 m~2/person and 140 m~2/person;the area of construction land consumed per unit gross product is50.35m~2per 10,000 yuan,which has not reached the national target value of 47.3 m~2per10,000 yuan,and the construction land has not yet reached the national target value.The level of economical utilization is far below the national level.The area of agricultural land consumed per unit industrial added value in this region is 4424.67 m~2per 10,000 yuan,which is much lower than the national level of 9859.17 m~2per 10,000 yuan,indicating that the level of agricultural land conservation and utilization is relatively high,but the level of agricultural land conservation and utilization in Anshan,Liaoyang and Fuxin areas still needs to be improved.(2)The main waste phenomena in land use in the Lower Liaohe Plain are:the proportion of agricultural land development is significant,but the intensity of utilization needs to be improved;the area of rural construction land is seriously over the standard,but the idle rate is high;the urban construction land is disorderly expanded,and the proportion of land used inefficiently is large;the unused land is rich in types,but the utilization rate of resources is low.(3)In the Lower Liaohe Plain,the land can be economically and efficiently utilized from four aspects:time,space,function and potential,i.e.comprehensive operation time,optimization of land use time sequence,rational allocation of land spatial layout,improvement of land use efficiency,appropriate development of above-ground and underground space,improvement of land use intensity,full utilization of land,and Realization of multi-use of one land;Effective use of inefficient land,to play the potential of land resources.(4)In order to realize the economical and efficient use of land in the Lower Liaohe Plain,the following countermeasures should be taken:first,integrating the inefficient use of agricultural land resources,realizing spatial centralization,realizing multi-functional use according to local characteristics,and also using advanced planting technology to expand the use of agricultural land on the ground and underground space;second,rural construction land should be re-planned and laid out to realize conversion.Thirdly,we should focus on Revitalizing Urban inefficient industrial land and residential land,rationally arranging the structure of living and ecological land,and constantly tapping the ground and underground space of medium-sized cities. |
