As a typical labor-intensive industry--the textile and garment industry, the global transfer of industries has greatly promoted the spatial restructuring of global value chains, making China and Vietnam a global textile and garment production and export base, and gradually The status of “world processing plants” has been established in various economies around the world, and the textile and apparel industries in China and Vietnam have also been given the opportunity to upgrade to high-end added value in the global value chain.Although China is a major textile and clothing country and has a complete textile and garment production system,China has not yet stepped in the textile and apparel industry in terms of technological advancement, industrial structure, international competitiveness of products, and sustainability of development.Into the "economic powerhouse",China's textile and apparel industry is in urgent need of transformation and upgrading. The Vietnamese textile and garment industry is still enjoying the international industry transfer dividend period. It is of great significance to refine the trade demand between the two sides from the perspective of global value chain in view of the growing scale of Sino-Vietnamese textile and apparel trade. This paper takes the phenomenon of industrial upgrading and industrial transfer under the global value chain as the background, and studies the global value chain and its governance theory, industrial upgrading and industrial transfer theory, trade complementarity theory and intra-industry trade theory. The focus is on some favorable conditions and existing problems affecting the development of bilateraltrade, and also puts forward some countermeasures and measures that can promote the development of bilateral trade.Firstly,on the basis of previous research results, the literature analysis method is used to discuss the background and related theories of this paper, which lays a good theoretical foundation for the study of Sino-Vietnamese textile and apparel trade.Secondly, the current status of textile and apparel trade between China and Vietnam and its global value. The development overview of the chain is sorted out.Based on the SITC Rev3 code, the Sino-Vietnamese bilateral trade industries are classified and the textiles and garments are divided into three categories and nine subcategories.By calculating the trade intensity and trade complementarity indicators, the Chinese and Vietnamese are initially identified. The textile and garment industry has trade complementarity and the trend is constantly increasing. The recalculation of intra-industry trade indicators clarifies the intra-industry trade intensity between specific sub-categories.Through the calculation of these three measurement indicators, the paper concludes that there is an increasingly close trade relationship between textiles and clothing between China and Vietnam, which constitutes the material basis for the continuous development of trade relations. Finally,it summarizes and analyzes the factors affecting the complementary trade of textiles and clothing between China and Vietnam in the global value chain.Based on the actual situation of the two countries,it puts forward suggestions and countermeasures that can promote the development of the two countries. The author hopes to guide the Chinese and Vietnamese textiles through the research of this paper. The clothing industry has changed its trade strategy to provide some reference, and it has also promoted the bilateral trade relations between China and Vietnam.
