Research On The Structural Reform Path Of Agricultural Supply Side In Luoyang City Based On The Evaluation Of DEA Efficiency In Agricultural Production

In 2017,the Central Document No.1 clearly stated: deeply promoting the structural reform of the agricultural supply-side.In 2018,the No.1 Document of the Central Committee further stated that it is necessary to adhere to the quality of agriculture,green agriculture,and the structural reform of the agricultural supply side as the main line to accelerate the transformation from a large agricultural country to a strong agricultural country.Agriculture is the foundation of the national economy.It is still necessary to take the supply side as the leading factor and accelerate the structural reform of the agricultural supply side to improve the efficiency of agricultural production and to promote the rapid development of agriculture in the new era.DEA analysis method is used to measure the agricultural production efficiency of Luoyang City,the basic reasons of low agricultural production efficiency,unreasonable allocation of agricultural input resources and the main factors affecting the structural reform of agricultural supply-side in Luoyang City are analyzed,and the basic paths of the agricultural supply-side structural reform of Luoyang City are put forward in this thesis.The whole thesis is divided into six chapters: the first chapter is the introduction,in which the research background,research significance,research status at home and abroad,research contents,research methods and innovations are introduced.The second chapter is the definition of the related concepts.On the one hand,the connotation of efficiency,agricultural production efficiency and agricultural production efficiency DEA evaluation(integrated efficiency of agricultural production,pure technical efficiency of agricultural production,scale efficiency of agricultural production)is defined in this chapter;on the other hand,the connotation of the supply side,the agricultural supply-side,and agricultural supply side structural reform is defined.The third chapter is the calculation of agricultural production efficiency in Luoyang City,in which DEA analysis method is used to calculate agricultural production efficiency in nine counties of Luoyang City.The fourth chapter is the analysis of agricultural production efficiency in Luoyang City.The results of the analysis show that the overall agricultural production in Luoyang lacks efficiency,the agricultural scale development is slow and the production management mode is not standardized.The fifth chapter is the path choice of the structural reform of agricultural supply-side in Luoyang City,in which the paths of the structural reform of agricultural supply-side in Luoyang City are put forward based on the analysis of the agricultural production efficiency in Luoyang City as follows: first,accelerating the realization of large-scale agricultural production;second,developing brand agriculture based on regional characteristics;third,extending the agricultural production chain;fourth,promoting scientific and technological innovation,green development to improve the quality and efficiency of agricultural supply-side;fifth,accelerating the construction of agricultural infrastructure.The sixth chapter is the conclusion and countermeasures concluding that: first,speeding up improvement of agricultural land transfer mechanism,policies and laws;second,formulating the laws and regulations in agricultural subsidies in order to increase the financial subsidies for agricultural development;third,increasing the publicity of local high-quality agricultural products to enhance the popularity of local high-quality agricultural products;fourth,promoting the deep integration of the first,second and third industries to realize the function for industry and service industry to drive and lead the development of agriculture.
