Research On Financing Risk Management Of Sponge City In Zhenjiang City Under PPP Mode

The sponge city project is an important part of China's ecological civilization construction,which fully reflects the coordinated development of urbanization and environmental resources,and is also the main content of China's future urban infrastructure construction.Compared with other infrastructure projects,the construction of the sponge city project requires a large amount of capital and requires strong capital operation capability.Public-Private Partnership(PPP)can give full play to the advantages of both private enterprises and government departments.And ease financial pressures.However,due to the large demand for funds,imperfect financing mechanism and single financing channel,the Sponge City project has caused a large financing risk in the financing process of the Sponge City Project,and it is unable to attract social capital to participate in the project.Therefore,the study of Sponge City Financing risk management is very important for the smooth implementation of the Sponge City project.This paper takes the sponge city of Zhenjiang City as the research object under the PPP mode,and mainly uses the SWOT analysis method,the analytic hierarchy process and the fuzzy comprehensive evaluation method to study the financing risk of the sponge city of Zhenjiang City under the PPP mode.Firstly,SWOT is used to analyze the factors affecting the financing risk of Zhenjiang City in Zhenjiang City from four aspects: advantages,disadvantages,opportunities and threats.Secondly,through the questionnaire survey,a risk assessment index system for Zhenjiang City's sponge city financing under the PPP model consisting of six first-level risk assessment indicators and 16 second-level risk assessment indicators was constructed.Thirdly,the weight of each index in the financing risk evaluation index system is determined by the analytic hierarchy process,and the fuzzy comprehensive evaluation method is used to calculate the quantitative value of the risk index.The financing risk of the sponge city in Zhenjiang City under the PPP model is evaluated,and the Zhenjiang sponge is found.The overall risk value of urban projects is medium,and the risk values of political risk,financial risk,construction risk and operational risk are moderately upper,and the risk value of market risk and environmental protection risk is moderately lower.Finally,according to the results of risk assessment,it proposes countermeasures for political risk,financial risk,construction risk and operational risk.Through the countermeasures against the financing risks faced by the sponge city of Zhenjiang City under the PPP mode,the participation of social capital will be improved,and the successful financing and smooth implementation of the Zhenjiang City sponge city project will be ensured.The application of PPP mode to sponge city projects in other regions has certain practical significance.
