SMEs are an important part of modern social and economic development,accounting for the vast majority of Chinese enterprises,and have a role to play in solving employment and improving people's living standards.With the continuous advancement of mass entrepreneurship and innovation,science and technology innovation has occupied an important position in China's economic development.As an important force in China's scientific and technological innovation,SMEs have always been regarded as one of the key support targets by the state.In order to support the development of science and technology enterprises,the government set up science and technology sub-branches,continuously increased the proportion of loans,proposed subsidy and interest tax and other policies,and encouraged financial institutions to increase financing support for technology-innovative enterprises.However,due to the unsatisfactory management system and the imperfect risk prevention and control system of SMEs,commercial banks have relatively large operational risks in the credit financing of SMEs,and also give technology-based enterprises Financing has increased the difficulty.In the face of the rising wave of technological innovation,China's commercial banks must accelerate the innovation and improvement of the corporate credit risk assessment system,not only to reduce the operational risks of their own credit financing,but also to better support the development of small and medium-sized enterprises.This paper takes Bank A as the research object,analyzes the credit business situation of A-bank science and technology small and medium-sized enterprises,and puts forward that there are three possible risks and risk management problems of A-bank science and technology small and medium-sized enterprises: First,practitioners The credit risk of SMEs is not well understood;the second is that the overall credit risk is insufficiently controlled and the risk monitoring is not in place;the third is that the credit risk assessment system for SMEs is lagging behind.At the same time,combined with the credit risk analysis of internal and external factors affecting A-bank SMEs,this paper constructs a credit risk evaluation system for S-technology SMEs.This paper firstly distributed questionnaires to 20 credit and risk control experts through the Delphi expert survey method,and finally determined the credit risk evaluation system of A-bank technology SMEs through two rounds of Delphi expert survey.The model is constructed from four dimensions: external environment,enterprise quality,financial capability and development potential.Among them,there are three levels of government policy,economic environment and technical environment in the external environment.There are four secondary dimensions of management team,R&D team and other matters;there are three secondary dimensions of profitability,solvency and operational capability under financial capability;and two secondary dimensions of innovation capability and development potential under development potential,There are twelve secondary dimensions.A total of 31 indicators are set in twelve secondary dimensions.Then,the weights of each dimension and indicator are determined by the analytic hierarchy process.Finally,the index is applied to the index.According to the principle of maximum membership degree in the fuzzy comprehensive evaluation method,the evaluation grade of the enterprise is finally obtained,and the rating of the enterprise is compared with the actual rating of the enterprise.It is found that the rating result of this paper is consistent with the actual rating.,indicating that the construction of the indicator system is referenceable.
