Research On The Motivation Of Chinese Enterprises To Undertake Foreign Aid

Foreign aid is an important part of China's foreign strategy and one of the important diplomatic tools of the great powers with Chinese characteristics.Therefore,many people think that foreign aid is simply a state government act,and foreign aid is only done by the government.In fact,since 1983,in response to the government call for separation of government and enterprise,foreign aid projects have begun to implement the “contract responsibility system”,and the previous “central command-sector implementation” foreign aid management model has been transformed into “central direction—departmental co-ordination—enterprise”.In the implementation of the management model,the main body of foreign aid has not only been limited to the state,but enterprises have begun to go abroad to undertake foreign aid projects.According to the comprehensive statistics released by the global chinese official finance dataset and the Foreign Aid Department of the Ministry of Commerce,there were only 12 enterprises participating in aid in 2000,and 56 in 2013,indicating that more and more enterprises are going abroad to undertake Foreign aid.In theory,China's foreign aid is a big country's responsibility behavior,and should not be targeted by profit,so companies that undertake aid should also have this goal.On the other hand,companies are always aiming at profitability.Why are they not going to take advantage of the unprofitable aid projects? The two are logically contrary,so it is worthwhile to study the motivation of Chinese companies to undertake aid projects.From the microscopic point of view,this paper mainly uses the global chinese official finance dataset database to screen out 1057 foreign aid samples undertaken by enterprises in the period from 2000 to 2014,through text research,case study and empirical research,respectively,from politics and economy.The study draws the following conclusions:(1)In terms of political motives,after the government convened a major conference on foreign aid,the number of foreign aid companies will increase,and there will be more enterprises to undertake foreign aid projects in areas and areas where the government attaches importance to and preference.This shows that the trend of enterprises undertaking foreign aid projects is consistent with the government's preference.It is a political act that responds to the call of the state,in order to establish and consolidate the relationship between government and enterprises through this act.(2)In terms of economic drivers,enterprises that undertake foreign aid projects could raise the level of financing,and the results of enterprises with high financing constraints are more significant;(3)Through the comparative analysis of political motives and economic drivers,we believe that enterprises still have “profit-seeking nature” and pay more attention to the construction of foreign aid project's economic benefit.The innovation of this paper has two aspects,which are also the main contributions of this paper:(1)From the perspective of research,most of the research in the field of assistance is focused on the macro level.At present,no scholars have been found to study the impact of aid on the micro-domain.Therefore,this paper has certain practical significance for enterprises to undertake the motivation research of foreign aid.Up to now,the administrative program of China's overall external policy is the “Belt and Road Initiative”,and foreign aid is precisely the important pillar of this initiative.Under this background,the state will increase the scale of foreign aid,our research believes that foreign aid enterprises can obtain some positive benefits.This theory promotes more enterprises to undertake foreign aid tasks to achieve China's foreign aid goals as soon as possible,and is also conducive to the development of these enterprises themselves,forming a win-win situation.(2)In the research data,this paper uses the implementation agency data in global chinese official finance dataset for the first time to analyze the foreign aid problem,manually translate 5466 news samples in this data into Chinese one by one,and filter out the implementing agency as 1057 samples of the enterprise,and process data as cross-section data for different periods.As our main research sample,we hope to provide a new idea for the later research.
