At the present stage,China’s economy,politics and culture are developing in an all-round way.With the advent of the digital era,it is obvious that the public sector faces the challenge not only to upgrade its service process and infrastructure,but also to improve its economic efficiency.The application of project management(PM)tools and technologies in the public sector is becoming an important issue in developing economies,especially in a dynamic and modernized city like shenzhen,where the vibrant urban atmosphere and rapid economic growth determine the application scope of project management tools.This paper studies the application status of project management tools in shenzhen public sector.Technical tools such as task decomposition(WBS),job statement(SOW),critical path(CPM),project agility analysis(PSA),PRINCE 2,gantt chart,cost-benefit analysis(CBA),program evaluation and review(PERT),and graphical review technique(GERT)are introduced.Takingshenzhen as the survey site,the respondents were mainly 6 public institutions under the shenzhen municipal government,such as the hospital for chronic diseases prevention and treatment,the civil affairs bureau,the tourism bureau of culture and sports,and the social security bureau.240 questionnaires were randomly distributed to employees of public institutions to investigate their use of project management tools.Accumulate raw data,using a percentile,95% confidence interval for descriptive analysis.Analyze the factors influencing PM tools,and provide data support for the development and improvement of public project management tools.The results show that applying PM tools and techniques is a basic management method,which achieves specific objectives within a specific time and budget range by optimizing the use of resources.Gantt chart and cost-benefit analysis are the most commonly used tools.Work description,work breakdown structure,project management software and other tools are also used frequently.Using project management tools can achieve more efficient communication,good management of resources,clear project schedule,clear project objectives,and high quality of project completion.In addition,the lack of professional knowledge about the use of management tools in the public sector of the sample survey,the high application cost of project management tools and difficulties in modeling are the obstacles and obstacles to the application of project management tools.In terms of relevance,public sector modernization and government commitment are negatively correlated with the application of PM tools,barriers and perceived benefits.The study suggests the use of PM tools and technologies should be promoted gradually,especially in less modernized public sector institutions.
