Study On The Impact Of Xinjiang's People's Livelihood Finance Expenditure On The Income Gap Between Urban And Rural Residents

The report of the Nineteenth National Congress clearly points out that the main contradiction in our society has been transformed into the contradiction between people's growing need for a better life and unbalanced and inadequate development.In recent years,the state has issued a series of policies to benefit the people,investing a lot of funds to improve people's livelihood,expanding financial expenditure projects for people's livelihood and increasing the amount of expenditure.People's livelihood expenditure in finance can most directly affect the income of residents.Therefore,the financial expenditure based on people's livelihood expenditure is more crucial in narrowing the income gap between urban and rural areas.Similarly,with the support of the central government's policy of benefiting the people,the income gap between urban and rural areas in Xinjiang has been improved to some extent.However,the income gap between urban and rural areas has always existed and needs to be further narrowed.Reducing the income gap between urban and rural areas plays a key role in achieving complete poverty alleviation,building a well-off society as soon as possible and achieving a better life.This paper is based on the four core indicators of financial expenditure which are most directly related to people's lives and narrowing the income gap between urban and rural areas.Firstly,by sorting out the literature about urban-rural income gap,fiscal expenditure,and the impact of livelihood financial expenditure on urban-rural income gap,the definition and role of urban-rural income gap and livelihood financial expenditure are deeply understood,and the measurement indicators of urban-rural income gap and livelihood financial expenditure are obtained.Secondly,starting from the first level of people's livelihood financial expenditure,that is,from the four aspects of education,medical treatment,social security and supporting agriculture in the financial expenditure project to analyze the mechanism for narrowing the income gap between urban and rural areas and its current situation;finally,using time series model and panel model to analyze the impact of people's livelihood financial expenditure on urban and rural income gap respectively,the following results are obtained.Conclusion: Firstly,in the same period of time,Xinjiang's people's livelihood financial expenditure and national student financial expenditure have different impacts on urban-rural income gap.For Xinjiang,fiscal expenditure on agriculture,fiscal expenditure on social security are conducive to narrowing the income gap between urban and rural areas,while medical expenditure and education have widened the income gap between urban and rural areas.Secondly,from the panel regression results,we can find that Xinjiang's people's livelihood In addition to expenditure on supporting agriculture,expenditure on education,health care and social security all play a role in narrowing the income gap between urban and rural areas.However,expenditure on social security at the national level enlarges the income gap between urban and rural areas.Based on the research results and the actual situation in Xinjiang,this paper puts forward some suggestions for improving the equity of urban and rural education,promoting the development of urban and rural education,increasing social security and supporting agriculture.Fiscal expenditure such as expenditure and medical expenditure should be strengthened and supervision should be strengthened.The innovation of this paper is to inspect the items directly related to the basic livelihood of the people from the specific project classification of the livelihood financial expenditure,and to analyze the impact of the livelihood financial expenditure on the income gap between urban and rural areas in Xinjiang.According to the empirical results of different levels,we can find out the decisive factors to narrow the income gap between urban and rural areas,and improve the previous research.Research results.
