In order to promote the rapid development of economy and society,many local governments have set up government platform companies.This measure effectively promotes the planning,development and construction of cities,and makes the cause of people's livelihood continue to improve.However,as a state-owned enterprise,its extensive management mode,lagging evaluation scheme and imperfect performance management system have greatly limited its progress.Therefore,if the government platform companies want to develop for a long time,they should speed up the market-oriented model,and the corresponding performance management system should also be synchronized.It is urgent for the government platform companies to build a mature performance management system.In view of the above problems,this paper will use the Balanced Scorecard to study the performance management system of A company.As a government platform company,its strategic objectives and indicators system are also different from those of general industrial and commercial enterprises.Firstly,on the basis of reviewing the relevant research results of scholars at home and abroad,this paper summarizes the related theories,including the Balanced Scorecard and performance management theory.Secondly,the characteristics of A company are analyzed,and the current situation and problems of performance management are summarized through questionnaires and interviews.Subsequently,the overall strategy of A company is analyzed,and the strategic map of A company is drawn.Balanced scorecard is used to transform the overall strategy into specific indicators in four dimensions: finance,customer,internal management process,learning and growth.The weights of eachdimension and indicators are determined by analytic hierarchy process,which is decomposed into department level.In order to conform to the actual situation of the Department and make the assessment indicators more scientific and differentiated,this paper designs the service sector,the financial sector and the engineering sector respectively.Finally,in order to ensure the smooth progress of the Balanced Scorecard and performance management system,the corresponding implementation and safeguard measures are put forward.Through the application of the balanced scorecard,the long-term strategic objectives and short-term actions of A company are combined,so that the development mission of the company is closely linked with the specific work of each department and each employee.At the same time,the corresponding system safeguard measures are clearly defined,and the level of enterprise management is effectively promoted,so that the performance management system has the conditions and operability of landing in A company.At the end of this paper,it summarizes and points out the shortcomings of the article.
