Research On Tracking Audit Evaluation System Of Affordable Housing Project In G City

Affordable housing projects is an important livelihood policy in China.The large-scale promotion of affordable housing projects is a major measure taken by the Party Central Committee and the State Council to promote scientific development,accelerate the transformation of economic development,and safeguard and improve people's livelihood.While the state continues to increase investment in the construction of affordable housing projects,it is also paying more and more attention to the audit of affordable housing projects.The tracking audit method is adopted for the affordable housing project,and the fact-based judgments are adhered to for the affordable housing projects of all levels of government to ensure the effective implementation of the security measures for housing projects.Therefore,researching and establishing a tracking audit evaluation system for affordable housing projects can not only help auditors better determine the audit focus,but also timely discover problems in the implementation process of affordable housing policies,and further improve the audit supervision system and promote the construction of affordable housing projects will enhance the follow-up construction effect of the affordable housing project and provide an effective reference for the future construction of the affordable housing project evaluation system.Based on the auditing department's nationwide monitoring and auditing of affordable housing projects,this paper defines the related concepts of the tracking audit of affordable housing projects based on the theory of public trust responsibility,immune system theory and social security theory.Combined with the characteristics of tracking auditing itself,this paper draws on the research ideas of BSC theory,and uses the “three-dimensional” model of public policy auditing,namely formal dimension,fact dimension and value dimension,to construct a tracking audit evaluation system for affordable housing projects.It is proposed to evaluate the audit results of the tracking audit of the affordable housing project in G city.In this paper,the analytic hierarchy process is used to determine the weights of various indicators.The evaluation system is applied to the actual case of the G city's affordable housing project tracking audit,and use the evaluation system constructed to score the tracking audit data of G city from 2015 to 2017.According to the results of the scoring,the actual situation of the tracking audit of the affordable housing project is evaluated.Finally,relevant opinions and suggestions will be put forward to improve the implementation of the affordable housing project.
