Since the mid-1980 s,with the rapid development of China’s economy and the continuous expansion of the urbanization process,there has been a contradiction between the huge capital demand for infrastructure construction in China and the unaffordable fiscal expenditure of local governments.At this time,the state decided to learn from the experience of developed countries and introduce the PPP model to try to solve the dilemma at that time.With the continuous implementation of the PPP model in China,it has played a positive role of mutual benefit and win-win,but also brought a series of risks,resulting in the phenomenon that social capital parties tend to participate in the government paid projects or the feasibility gap subsidy projects with low risks,and leading to the prominent local government debt problem.Therefore,the ministry of finance has issued a series of related documents,requiring strict control on local government debts,elimination of non-compliant projects,and encouraging social capital to actively participate in operational PPP projects.As a kind of PPP project encouraged by the government,it is of great practical significance to study the decision-making of its operation mode.Due to the distinction between existing and new PPP projects,there is a big difference in the influencing factors of their operation mode decision-making,that is,a big difference in decision attributes.Therefore,this paper tries to study the decision-making issue of the operation mode of new operational PPP projects.The research on the classification of operation modes and scientific decision-making methods of operational PPP projects will play a positive role in the decision-making of operation modes of operational PPP projects for government departments in the future,so as to drive the high-quality development of operational PPP projects.In order to enable the government to make more effective decisions on the operation modes of operational PPP,this paper studies the operation mode decision-making of operational PPP projects.Firstly,the thesis defines the research objects and introduces the relevant theories.Then,the current classification standards of operation modes of infrastructure PPP projects are summarized,and the four operation modes of operational PPP projects are selected,and their characteristics,advantages and disadvantages are analyzed.Next,the paper analyzes the uncertain multi-attribute of operational PPP project operation mode decision making,establishes the principle of primary selection of decision-making attribute and conducts primary selection of decision-making attribute,and determines the decision-making attribute of operational PPP project operation mode by questionnaire survey.And then,the uncertain multi-attribute theory is introduced to construct the operational PPP project operation mode decision model based on positive ideal point and LHA operator,and the decision attributes are weighted by the analytic hierarchy process.Finally,an example is introduced to verify the rationality of the decision model.This paper explores the present suitable operational scope of PPP project operation mode,analyzes operational PPP operation mode decision attribute,selects efficient and scientific decision tools,and constructs decision models,centering on operation mode decision of operational PPP projects,based on the perspective of the government and approved with feasibility study report,and regarding the“two assessment,a scheme of work of the PPP project”as the start time.Through the research of this paper,first of all,it will contribute to a deeper understanding of operating PPP project operation mode for our government,provide a reference about a more perfect operational PPP project operation mode research theory system for our country,and at the same time provide efficient and scientific decision tools for the Chinese government departments in operational PPP projects operation mode decision making. |
