Research On Innovation Performance And Spatial Differention Of Characteristic Towns In Zhejiang Province

According to the S-Curve of urbanization development rule,China has entered the middle and late stages of urbanization development.At the same time,the new problems of overcapacity and high urban inventory are reflected in all large and medium-sized cities and towns.It has become the focus of attention of all sectors of society that how to get rid of low industrial added value and poor quality urbanization and enter a new era of high value-added industry and high quality urbanization.This characteristic town developed on the basis of Block Economy and County Economy has become a new practice of Supply-side reform in Zhejiang Province.Through field visits and surveys,this paper collects relevant data on innovation performance of Characteristic Towns in Zhejiang Province,and measure innovation performance of characteristic towns based on the method of DEA,Global Moran's I index and cluster analysis.The following conclusions are drawn:(1)The whole characteristic towns in Zhejiang Province have not reached DEA efficiency,and their pure technical efficiency shows Zhejiang Province.The proportion of input resources in different regions is not coordinated,and the scale efficiency shows that the scale of input and output is illogicality.Moreover,the Characteristic Towns with higher innovation efficiency have absolute advantages in technology output and pay attention to R&D.The Characteristic Towns with medium innovation efficiency pay attention to technology improvement.The Characteristic Towns with lower innovation efficiency pay attention to investment.(2)From the point of view of spatial differentiation,the comprehensive efficiency and scale efficiency of characteristic towns tend to be dispersed in space,with great spatial differences,and the pure technical efficiency tends to agglomerate in space,with small spatial differences.(3)From the point of view of type differentiation,there are obvious differences in the agglomeration degree of comprehensive efficiency,pure technical efficiency and scale efficiency of characteristic towns.According to the results of the model analysis,the corresponding policy suggestions are given:(1)Relevant departments should continue to expand the number of Characteristic Towns and strengthen quality construction.(2)Improving the internal and external environment of characteristic towns to further improve the innovation performance of characteristic towns.(3)It is necessary to improve their resource allocation and utilization for characteristic towns with high comprehensive efficiency and pure technical efficiency.And it is urgent to improve their level of comprehensive management for the characteristic towns with moderate comprehensive efficiency and serious inefficiency(4)Strengthening the innovation of the characteristic towns at the mechanism level,and improving the comprehensive management level of the Characteristic Towns,so that making it can stand the subsequent ordeal.
