E-commerce is a product of the information age,which has innovated the human production lifestyle.Agriculture belongs to the main industry as well as the weak industry in China,agriculture riding on the e-commerce has become an inevitable way to promote the agricultural reforming promotion and stimulate the vitality of rural economy at the critical moment of China's current poverty alleviation and rural revitalization.Firstly,this paper reviews the relevant research at home and abroad to understand the current research progress and situation of rural e-commerce,and then finds the deficiencies,determines the research content.According to the macro statistical data and field investigation,this paper makes a descriptive analysis of the development situation of rural e-commerce,finding that the development level of rural networks has been significantly improved,the amount of online transactions has continued to grow and e-commerce demonstration projects have achieved initial success.Secondly,referring to the information measurement theory and the results of authorities,this paper constructs a set of evaluation index system of rural e-commerce development with 14 indicators including three aspects of infrastructure construction,rural e-commerce use degree and use effect.Then using the triangular fuzzy entropy model to measure the development level of rural e-commerce,empirical results show that the overall development of rural e-commerce in Inner Mongolia is insufficient,each county has failed to achieve simultaneous development under the three criteria.In addition,the prominent problem of unbalanced development of rural e-commerce is that eastern regions are better than the western and the demonstration counties are better than non-demonstration counties,but the development gap is small.Thirdly,three criteria layers are introduced into the evaluation model as sub-constraints,through comparing the fluctuation of the ranking of counties under the condition of no restriction to find the key factors of the development of rural e-commerce.The empirical results show that X3 rural e-commerce use effect is the core influencing factor of the development of rural e-commerce in Inner Mongolia and X34 the gross value of the tertiary industry is a key constraint index.At last,considering the problems in the development of rural c-commerce in Inner Mongolia,this paper puts forward some countermeasures and suggestions,including strengthen the government top-level design and steer the direction,cultivate the feature brand of agricultural products,focus on the cultivation of e-commerce talents and so on.
