Research On Financial Support Of Agricultural Industrialization In Shaoyang City

Since the founding of the People's Republic of China,agriculture has been the foundation of the national economy.According to the contents of the "Central No.1 Document" issued by the Central Committee this year,this year and next year is the decisive period for the comprehensive construction of a well-off society.There are many hard tasks that must be completed in the fields of agriculture,rural areas and farmers.Among them,the promotion of agriculture from the direction of increasing production to improving quality is the top priority.As an effective way to optimize the agricultural structure,agricultural industrialization has the advantage of professional production and management.However,the development of agricultural industrialization to this day,many places have still not achieved significant results,a large part of the reason is the financing problem.Shaoyang City is located in the southwest of Hunan Province and belongs to the lower-middle developed areas of Hunan Province.The financing of agricultural industrialization is more prominent.Based on Shaoyang city as an example,this paper to "ask questions-analysis problem-problem solving" for writing contexts:firstly the classical theory of the industrialization of agriculture and the latest issue of the review of agricultural credit subsidy theory,financial constraint theory and classical theory at the cutting edge in the field of agricultural industrialization on the basis of the reference point of view,to find may solve the theoretical breakthrough.Based on the discussion of the status quo of agricultural industrialization in Shaoyang city,this paper analyzes the status quo of agricultural industrialization financial support in Shaoyang city from the main channels of agricultural industrialization financial support in Shaoyang city,and puts forward the existing problems of agricultural industrialization financial support in Shaoyang city.The empirical tools used to analyze the problem are DEA model and Malmquist productivity index model.Static analysis and dynamic analysis were conducted on the financial support efficiency of agricultural industrialization in Shaoyang city,and the comparative analysis was made with the mean value of the financial efficiency of agricultural industrialization in Hunan province.The empirical results show that the static comprehensive efficiency of financial support for agricultural industrialization in Shaoyang city is in the range of 0.25-0.43 from 2008 to 2017,the static pure technical efficiency is in the range of 0.25-0.45,and the total factor productivity is in the range of 0.412-0.815,both lower than the average value of Hunan province,but the static scale efficiency is in the range of 0.82-0.96 from 2008 to 2014,higher than the average value of Hunan province.That due to the unreasonable financial support layout,such problems as lack of necessary financial facilities makes the comprehensive utilization of Shaoyang city agricultural industrialization of financial support efficiency is lower,but the financial support has been in the phase of increasing the size of the effect,from the side reflects the Shaoyang city financial support agriculture industrialization efforts has not yet reached dynamic balance,also should strengthen the financial support of the industrialization of agriculture.Finally,based on all the data of empirical analysis and current situation analysis,the paper puts forward some Suggestions,such as establishing a new financing system,strengthening the government's support for agricultural industrialization,improving the construction of collateral and guarantee mechanism,and promoting the optimization and upgrading of agricultural industrialization production mode.Finally,it aims to improve the financial support efficiency of agricultural industrialization in Shaoyang city,and provide reference for the less developed areas in central China to solve the problem of agricultural industrialization financing.
