Study On The Evaluation Of Precision Poverty Reduction Effect And The Improvement Countermeasures In Xiangxi

“Precision Poverty Alleviation” was proposed by General Secretary Xi Jinping at the 18 th Dongcun Village in Xiangxi,Hunan Province in November 2013.To improve the accuracy of poverty alleviation according to the local poverty situation,it is necessary to take effective measures according to the current poverty situation in China.The Fifth Plenary Session of the 18 th CPC Central Committee defined the goal of precise poverty alleviation:by 2020,the regional poverty all over the country will be solved,and the poverty-stricken counties across the country will be fully capped,and the rural poor will all be lifted out of poverty.Since the implementation of the Poverty Alleviation Strategy for 5 years,China's poverty alleviation work has achieved remarkable results:the number of rural poor in the country has decreased from 98.99 million in 2013 to 30.46 million in 2017,with an average annual reduction of 13.7million;the incidence of poverty has changed from the previous 10.2% fell to 3.1%,and the cumulative decline was 7.1 percentage points.As the key area for precision poverty alleviation in China,Xiangxi Prefecture is a severely impoverished area in ethnic minority autonomous regions.It has the characteristics of long poverty time,large poverty span and wide poverty.The relevant research on the practical work of poverty alleviation in Xiangxi Prefecture will provide an effective reference for the full realization of a well-off society in Xiangxi Prefecture in 2020.The main content of this paper is the evaluation of the effect of precision poverty alleviation in Xiangxi Prefecture and the research on improving the countermeasures.The full text is evaluated from the macro and micro aspects.The micro aspect is based on the satisfaction of farmers using questionnaires to satisfy farmers' effects on precision poverty alleviation practice.As the starting point,the evaluation index system is constructed from three aspects:accurate identification,precise assistance and precise management.The questionnaire is filled in through field research,and the weight analysis and analysis are carried out by using the analytic hierarchy process and the entropy weight method.The satisfaction of farmers on the effect of precision poverty alleviation is “general”,and the evaluation of precision assistance is the highest.Through field research,poor households have the highest satisfaction with medical assistance.Secondly,accurate identification,farmers' knowledge of precision.The satisfaction of the standard is relatively high;relatively speaking,the lower score is the evaluation of precision management,which is mainly not satisfied with the degree of publicity of poverty alleviation fund management.The macro aspect collects relevant data and conducts macro analysis on objective benefits from direct poverty reduction,economic development effectiveness,and social development effectiveness.Due to the limitation of subjective conditions,the ordered Logit regression model was used toexplore the relevant influencing factors and found out: the physical condition of the respondents,the information card of the poor households,the information administrator of the poor households,the poverty alleviation management institution,the poverty withdrawal mechanism,and the poverty alleviation The transparency of the openness of funds has had a significant positive impact on the satisfaction of the implementation of precision poverty alleviation work.Therefore,from the perspective of the satisfaction of poor households,this paper evaluates and analyzes the effects of precision poverty alleviation practice,and puts forward some suggestions for the future practice of precision poverty alleviation based on the evaluation results:further deepen the identification mechanism of poor households;optimize the identification process of poor households;Information dynamic detection mechanism;innovative industry development model;strengthen industrial training;increase spiritual support for poor households;establish dynamic poverty management mechanism;establish a system of rational use of funds;build a supervision system for poverty alleviation;Get rich plan.
