| As the origin of precise poverty alleviation,Xiangxi Prefecture is a national key poverty alleviation area.Due to the low level of market economy in poor areas,the difficulty of loans and financing has always been a major problem that perplexes the industrial development and income increase of poor households in poor areas.As a new model of precise poverty alleviation,asset income poverty alleviation helps to promote the collective economic construction in poor areas,promote the sustained and stable income increase of poor households,and solve the problems of insufficient funds and lack of technology in enterprises and cooperatives.It is of breakthrough significance for Xiangxi Prefecture,which has deep poverty level,high rate of returning to poverty and great difficulty in poverty alleviation and development.Since 2008,Xiangxi Prefecture has been trying to carry out exploration on poverty alleviation through asset income,such as industrial development and property rights operating income,development and utilization of new energy resources,and multi-mode development practices such as entrusted assistance,off-site development and integration of industry and agriculture.These beneficial explorations have very important practical significance for the in-depth development of poverty alleviation through asset income in Xiangxi Prefecture.Based on the current implementation status of poverty alleviation through asset income in Xiangxi prefecture,this paper gives full play to the guiding role of the government,makes use of the government’s poverty alleviation funds,conducts model research from the perspective of stakeholders,and according to the dominant position of stakeholders in various models,divides the poverty alleviation through asset income in Xiangxi prefecture into the following three categories: first,the leading enterprises are dominant,with the characteristics of centralized management and operation rights and profit-driven operation.Second,the cooperative is dominant and has the characteristics of democracy and strong participation of members.Third,it is government-led,with many types of business,a wide range of government functions,and each model has its own advantages and disadvantages.Furthermore,the above three models are further studied by case analysis method.Finally,it is concluded that the leading enterprise-led asset income poverty alleviation model has more advantages in terms of industrial selection and development,sources of funds,structural stability and participation of poor households,which is conducive to the development and promotion of asset income poverty alleviation in Xiangxi.According to the practice of poverty alleviation with asset income in Xiangxi prefecture,it is found that there is insufficient understanding of poverty alleviation with asset income among farmers.Insufficient sources of funds;The lack of skilled personnel makes the technical needs of the industry unsatisfied.The interest connection mechanism is not close;Problems such as inadequate supervision of business entities.Therefore,it is proposed to activate the participation enthusiasm of poor households.To build a mechanism for diversifying sources of funds;Establish a sound mechanism for training technical personnel;Standardizing the mechanism of interest connection;Suggestions such as improving the supervision mechanism of business entities and enriching the precise poverty alleviation theory from the perspective of institutional economics are conducive to promoting the precise poverty alleviation practice in Xiangxi. |
