Research On The Construction And Application Of Performance Evaluation Index System Of S District Financial Management

In the critical period of “double shift” in economic and fiscal revenue growth,how to improve the level of financial management and promote regional economic development is a great test for the S district government.An excellent financial management system can produce outstanding financial management performance,and is a powerful guarantee for reasonable rational income distribution,optimizing resource allocation,promoting social equity and justice,and achieving long-term stability of the country.Although the revision of the Budget Law has been implemented for some time,how to improve the financial management level is still a difficult problem for the S district government.This is not unrelated to the current financial management performance evaluation system.How to construct a scientific,perfect and effective local financial management evaluation index system has become an objective requirement for improving the financial management level of the S area.This thesis uses the literature research method and comparative analysis method to conduct in-depth research on the principles,methods and general steps of the construction of local financial management performance evaluation index system.Combined with the basic regional conditions and financial management characteristics of S area,this thesis summarizes a set of applicable areas for S area.The financial management performance evaluation index system,and then use the example analysis method to evaluate the financial management of the S district in the past three years to test the rationality and practicability of the system.Exploring the construction and use of this set of financial management performance evaluation index system not only helps the S ?district government to assess the management performance of the financial department,but also applies the assessment results to the relevant policy formulation and fund allocation,which is more conducive to supervising S.The district finance accelerates the reform of the fiscal and taxation system and builds a more comprehensive,standardized,open and transparent financial management system,thereby achieving the goal of further improving the level of financial management and financial performance.
