Research On Evaluation Of Bidding Control Price Of Government Investment Projects

Whether the bidding control price of government-invested projects is reasonable and accurate is related to the success or failure of the whole project cost control.Through investigation and analysis,it is found that different administrative departments in different regions have different ways of auditing and implementing tender control prices.There are also great differences in the evaluation process of tender control price and the operation of each evaluation link.There are some defects in the current audit process.In the evaluation process,the reviewers also find some common problems of tender control price,which affect the promotion of the evaluation work.Based on this background,this paper adopts literature research,field data collection,theoretical analysis,case analysis and other research methods.This paper summarizes the current situation of evaluation of bidding control price of government-invested projects,points out the problems existing in the current evaluation process,such as lack of pre-acceptance link,simple audit link,lack of paper record and archiving,lagging information construction,etc.As well as the common problems in the process of evaluating the bidding control price of government-invested projects from the perspective of reviewers,such as budget overestimation,unreasonable selection of construction schemes,and difficulty in determining the market price of materials requiring inquiry,etc.This paper improves the current evaluation process and introduces the principle of value engineering into the evaluation of tender control price.It solves the problems of how to adjust the budget overestimate,how to select reasonable construction scheme and how to determine the market price of inquiry materials.Finally,the improved evaluation process of bidding control price is analyzed with a case,and the principle and method of value engineering are applied to the evaluation of the project,which effectively solves the common problems in the evaluation of bidding control price of the project To improve the quality and efficiency of the evaluation of the bid control price of government-invested projects in an all-round way,and to provide some suggestions for further standardizing the evaluation of the bid control price of government-invested projects.
