China and ASEAN countries signed the Agreement on Trade in Services in 2007.In 2010,CAFTA was established,and services trade gradually became the new economic growth point of CAFTA.The second batch of CAFTA services trade commitments were achieved in 2011,providing opportunities for the development of professional services trade in the region.As an emerging service industry,professional services trade are critical to seeking new support for economic growth in the region.Due to the lack of international competitiveness between CAFTA countries,trade barriers have become the shackles of the development of trade in services.Therefore,it is necessary to measure trade barriers and explore measures to promote the development of professional services trade.Compared with the previous measurement methods,the method of establishing the service trade restriction index system established by OECD is more scientific and more suitable for the measurement of CAFTA barriers in professional services trade.In view of the limited development of CAFTA professional services trade at present,it is imperative to measure the trade barriers of CAFTA professional services by using STRI of OECDThe first part of this paper,including the theoretical research from the first to the third chapter,summarizes the relevant theoretical research on professional service trade and trade barriers,and completes the systematic elaboration of the classification and influence of CAFTA professional services trade barriers.The second part contains the fourth and the fifth chapter,using the OECD-STRI to establish the professional services trade barrier measurement system in CAFTA,and analyzes the measure result,including the country barrier and the characteristic analysis of each policy domain barrier.The third part analyzes the possible reasons for the formation of professional services trade barriers.The last part is the seventh chapter which puts forward some suggestions on the deficiency of CAFTA professional servicesThis paper finds that the trade barriers in professional services between CAFTA countries are extremely high and the degree of openness is low.The possible reasons are:professional qualifications and industry standards are different between countries;the information flow of professional services is asymmetric;maintaining national economic and employment stability;maintaining social stability and preventing political problems;CAFTA is in a disadvantageous position in the division of international industry.According to the result and reason analysis of barrier measurement,this paper puts forward some suggestions:to reduce professional services barriers;to increase the mobility of natural persons;to unified certification system and to strengthen joint cultivation of talents;to establish and perfect information exchange platform for professional services trade;to expand the openness of professional services trade in a differentiated manner;to develop professional services trade market.
